That pursuant to Section 1773 of the California Labor Code, the following wage scales for the basic trades and sub- trades hereinafter set forth are hereby ascertained and determined to be the general prevailing rate of per diem wages in the locality of the City of Arcadia. Per diem wages shall be deemed to include employer payments for health and welfare, pension, vacation and similar purposes.
