HomeMy WebLinkAbout4143 RESOLUTION NO. ~ 7// $"..3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, RE-AFFIRMING THE OFFICIAL SALARY STEP SCHEDULE FOR THE VARIOUS POSITIONS IN THE CITY EMPLOY, ASSIGNING SCHEDULE NUMBERS TO SUCH POSITIONS, AND ALTERING AND ADJUSTING 'rHE MINIMUM AND MAXIMUM COMPENSATION FOR VARIOUS POSITIONS IN THE CITY EMPLOY, AND AMENDING ALL PRIOR RESOLUTIONS TO CONFORM HEREWITH. THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. That the City Manager, in eooperation with the administrative staff of the City, has reviewed the personnel system of the City of Arcadia and has made his reeommendations thereon. That the City Council has reviewed the aforesaid reeommendations and the subject matter generally. , SECTION 2. In addition to the compensation specified in the precedj.ng Seetion, additional payments shall be made to encourage stability of employment in the amounts, at the times and to the employees eligible as hereinafter in this Section provided: a. Except with respect to department heads, only full time service in a position to which a salary schedule has been and is in effect shall be used in determining eligibility for payments under this Section; b. It is expressly declared that no vested rights aecrue to any payments that may accrue under this Section, and the amounts and times of such payments may be altered or eliminated entirely at any time by the decision of the City Council; c. Payments under this Section shall be made between December 1 and Deeember 10 of each calendar year. Payments under this Seetion are not pro-ratable, and no payment shall be made under this Section to any person who is not at the time of any such payment either employed full time in a position to whieh a salary schedule is in effect or employed as a department head; d. Payments under this Seetion shall be made only to persons on the payroll who are at the time of sueh payment either department heads or are full time employees of the City in a position to which a salary schedule is in effeet, and who by the ensuing January 1st shall in each instanee have been continuously employed full t.ime for a period of five years or more. e. Persons presently employed full time who have been employed for five or more years shall receive credit for prior service oeeurring on or after January 1, 1958. -3- ~ i,//t/J f. All payments payable under this Section shall be eomputed at the rate of 2t% of the base rate for the first five years of serviee rendered on or after January 1, 1958, plus t% of the base rate for eaeh year of serviee thereafter; provided, however, that the maximum credit to be allowed for prior service under this Seetion is 20 years; g. Base rate as used in this Seetion shall mean a sum equal to the product of 12 times the lowest step in the range assigned to a classifieation applicable to the position held by an employee at the time the payment is made to him under this Section. In the case of department heads, base rate shall mean a sum equal to twelve times the monthly salary applieable to the position at the time the payment is made to such department head. In no event, however, shall the base rate exeeed $5,000 for the purpose of eomputing payments under this Seetion. SECTION 5. An employee whose position is abolished or vacated by a recluetion in work load or laek of funds, at a time when the employee has at least one year of eonsecutive service, upon termination shall receive a lump sum payment equal to 1/5th of his previous month's salary times the number of years of con- secutive serviee, not exeeeding five, provided the employee shall not be terminated if he is eligible and is appointed to another position in aecordance with the personnel rules and regulations. SECTION 6. With the approval of the City Manager and when neeessary to perform essential work, a departmental admin- istrator may require employees in his department to work at any time other than during regular working hours until such work is 7-16-70 -4- ~ '7/93 accomplished. An employee required to work under such conditions shall be credited with pay at the rate of one and one-half times the regular hourly rate or with time-off equal to time and one- half the time worked; no overtime credit shall be allowed for any period less than one half-hour, provided that an employee who is recalled to worr~ after eompleting a days work, including any overtime, shall reeeive a minimum credit of one hour of time-off or one hour at his hourly rate. Such overtime shall be paid for, or time-off taken at the option of the employee if said adminis- trative officer consents thereto, within 30 days of the date it is earned. All other overtime shall be eompensated at straight time. EXCEPTION: Sworn personnel of the police and fire depart- ments shall be compensated at straight time for all overtime. SECTION 7. That with the approval of the City Manager a probationary employee may be hired at Step A, B or C in the salary schedule applieable to the position thus filled. That any temporary employee, at the discretion of the appointing power and with the approval of the City Manager, may be paid up to the maximum amount speeified for the position thus filled by sueh employee, and may be paid less than the salary prescribed for a probationary or permanent employee in such position. That all part-time employees and all other employees in the elassified serviee, as to which a maximum or stated eompensation is herein- before specified, may be paid any sum up to and ineluding or any sum less than the maximum compensation hereinbefore speeified. -5- ~0Y3 SECTION 8. In the event that it is hereafter found that through inadvertence, clerieal error or otherwise any position in the City employ has been omitted or eliminated, or the wrong classifieation or salary schedule has been assigned to any such position, such error shall be eorreeted by the City Couneil at its first meeting following the discovery of any such error, sueh eorrection to be effeetive as of July 1, 1970. SECTION 9. That all prior resolutions inconsistent in whole or in part with any of the foregoing seetions are hereby amended to conform with the provisions hereof. SECTION 10. The City Clerk shall certify to the adoption of this resolution. I HEREBY CERTIFY that the foregoing resolution was adopted at an adjourned regular meeting of the City Couneil of the City of Arcadia held on the 30th day of June, 1970, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen Arth, Considine, Hage, Helms, and Butterworth NOES: None ABSENT: None ~~f~~ SIGNED AND APPROVED this 30th day of June, 1970.
