RESOLUTION NO. 4422 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA ENDORSING THE METHOD OF ESTABLISHING A PRIORITY LIST OF EXPENDI- TURES AND THE DISTRIBUTION OF FUNDS FROM THE STATE BEACH, PARK, HISTORICAL AND RECREATIONAL FACILITIES BOND ACT OF 1974. WHEREAS, AB 392; approved by the Governor of the State of California on August 15, 1972, created the "State Beach, Park, Recreational and Historical Facilities Bond Act of 1974"; and vlliEREAS, the State of California will place said Act on the June 4, 1974 ballot as Proposition 1; and WHEREAS, passage of Proposition 1 will create a $250 mil- lion bond fund for the acquisition and development of beaches, parks, historical and recreational facilities; and WHEREAS, approximately $27 million of these funds will be made available to the County of Los Angeles for eligible cities and districts within the County, for the development of high priority local government projects; and WHEREAS, Section 5096.86 of the Act requires that each County shall submit, prior to June 30, 1975, a priority plan of expenditures of County allocation; and WHEREAS, all eligible cities and districts are required to convene to establish this priority plan of expenditures; and WHEREAS, all eligible cities and districts were invited to a meeting on January 9, 1974 where a plan was adopted; and WHEREAS, said plan must be approved by 50% of the juris-' diction representing 50% of the population and the Los Angeles County Board of Supervisors; and -1- 4422 " WHEREAS, each County must, by resolution, certify that the provisions of Section 5096.86 have been complied with; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Arcadia hereby approves the proposed method of distri- bution of funds and establishment of a priority list of expenditures as adopted on January 9, 1974 as follows: 1. Every city or district in Los Angeles County eligible to receive funds shall receive at least $10,000. 2. The County of Los Angeles shall receive 25%, (approxi- mately $6.8 million) of the $27.2 million to satisfy both its regional and local responsibilities. Of that amount at least two-thirds must be spent on regional projects on an equitable Supervisorial District basis, recognizing population. 3. The remaining portion (approximately $20.4 million) will be distributed to cities and districts on a population basis (projected 1980 population). 4. All monies not utilized by a city or district shall be redistributed to the other jurisdictions. 5. Following passage of the Bond Act at the June 1974 ballot, each jurisdiction shall submit its own priority plan of projects to the County, which will be submitted to the State for approval, as opposed to one priority list being submitted for the entire county. The City Clerk shall certify to the' adoption of this resolution. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Council of the City of -2- 4422 .
