RESOLUTION NO. 4439
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA ADOPTING PROCEDURES FOR
ADOPTING AND AMENDING THE GENERAL PLAN.
WHEREAS, on January 8, 1974, the Planning Commission of
the City of Arcadia, by Resolution No. 840, recommended the
adoption of a procedure for adopting and amending the General Plan.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA
RESOLVES AS FOLLOWS:
1. DEFINITION: The term "General Plan" as used in
the following sections shall include the General Plan or any part
or element thereof or any amendment to such plan or any part or
element thereof.
2. EXCLUSIVE METHOD OF ADOPTION: The General Plan
shall be adopted or amended in the manner provided in this resolution.
3. INITIATION OF PROCEEDINGS:
a. The Planning Commission or City Council upon its
own motion may initiate proceedings to amend the General Plan.
b. Any interested person may file an application for
an amendment to the General Plan.
c. Before accepting for filing any application for
an amendment to the General Plan, the City shall, for the purpose
of defraying the expenditures incidental to the proceedings
described herein, charge and collect a fee as may be set from time
to time by resolution of the City Council.
d. Application forms shall be in a form and content
approved and shall be obtained from, and when completed, submitted

to the Planning Department.
4. ZONE CHANGE PRECEDED BY GENERAL PLAN: A two-week
period of time shall be provided between the adoption or amendment
of the General Plan or element thereof and a proposal for rezoning
for the purpose of bringing the zoning into consistency with the
General Plan.
5. CONSIDERATIONS FOR CHANGE: All proposed changes in
the General Plan shall be evaluated in regard to environmental
impact and consistency with the balance of the document.
6. PUBLIC HEARINGS TO BE HELD QUARTERLY: Public hearings
for amending the General Plan shall be held quarterly in July,
October, January and April. General Plan changes filed during
each pertinent quarter shall be announced at the first Planning
Commission meeting after the end of the quarter and shall have a
public hearing at the second Planning Commission meeting.
7. PLANNING COMMISSION PROCEDURE:
a. The Planning Commission shall hold at least one public
hearing before approving a General Plan.
b. Notice of the time and place of the hearing shall
be given at least ten (10) calendar days before the hearing. The
notice shall be published at least once in the official newspaper.
c. In addition to notice by publication, the City may
give notice of the hearing in such other manner as it may deem
necessary or desirable.
d. Any hearing may be continued from time to time.
e. The approval by the Planning Commission of the

General Plan shall be by resolution of the Commission carried by
the affirmative votes of not less than a majority of its total
voting members.
f. The Planning Commission upon the adoption of a
resolution approving the General Plan shall transmit said resolution
to the City Council.
8. CITY COUNCIL PROCEDURE:
a. Before adopting a General Plan the City Council shall
hold at least qne public hearing.
b. Notice of the time and place of the hearing shall
be given in the same time and manner provided for the giving of
notice of the hearing by the Planning Commission.
c. In addition to notice by publication, the City may
give notice of the hearing in such other manner as it may deem
necessary or desirable.
d. Any hearing may be continued from time to time.
e. In adopting a General Plan which has been approved
by the Planning Commission, the City Council shall not make any
changes or additions until the proposed change or addition has
been referred to the Planning Commission for a report and a copy
of the report has been filed with the City Council. Failure of the
Planning Commission to report within forty (40) calendar days
after the reference shall be deemed to be approval of the proposed
change or addition. It shall not be necessary for the Planning
Commission to hold a public hearing on such proposed change or
addition.

f. The adoption of the General Plan shall be by resolu-
tion of the City Council.
g. The General Plan shall be endorsed by the City
Council to show that it has been adopted by the City Council.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the City Council of the City of
Arcadia held on the 2nd
