HomeMy WebLinkAbout4442 RESOLUTION NO. 4442 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA URGING THE CALIFORNIA DIVISION OF HIGHWAYS CONSTRUCT NOISE BARRIERS ALONG ROUTE 210 WITHIN THE CITY OF ARCADIA. WHEREAS, a petition of interested property owners residing adjacent to the Route 210 Freeway between Santa Anita Avenue east to Fifth Avenue was submitted to the California Division of Highways on May 21, 1973 requesting construction of noise barriers along such Freeway in that area as a noise mitigation measure; and WHEREAS, the Division of Highways reply of June 18, 1973 advised that it had developed a noise control policy in 1970 which provided for noise mitigation measures on new and widened freeways \ under certain circumstances, but that there was no provision in said policy for noise mitigation on freeways, such as the section of Route 210 referred to above, which were constructed prior to 1970, nor could Federal funds be used since that portion had already been landscaped; and WHEREAS, this City Council is acutely aware of the plight of its citizens residing adjacent to the Freeway transversing Arcadia where noise barriers are lacking and desire to express its concern and urge the Division of Highways to reconsider its policy of 1970 and give the affected property owners and residents the relief requested;' NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council hereby urges the -1- 4442 California Division of Highways grant relief to the affected property owners and residents of Arcadia by constructing noise barriers or effecting other suitable noise mitigation measures along Route 210 Freeway east of Santa Anita Avenue in the City of Arcadia. SECTION 2. That the Division of Highways, if necessary, consider alternate methods of accomplishing noise mitigation measures for freeways constructed prior to 1970 where the need is demonstrated. SECTION 3. That a copy of this Resolution be forwarded to the California Division of Highways and to W. R. Green, Highway Design Engineer, Senators'H.L. Richardson, John L. Harmer, and Alfred H. Song, and Assemblymen John L. E. Collier and Harvey Johnson. SECTION 4. The City Clerk shall certify to the adoption of this resolution. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Council of the City of Arcadia held on the 4th day of June, 1974, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen Scott None Gilb, Helms, Lauber, Saelid and NOES: ABSENT: None m,',~__ t16!~ .
