HomeMy WebLinkAbout6289 RESOLUTION NO. 6289 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA APPROVING ARCHITECTURAL DESIGN REVIEW ADR 2002-009 FOR THE EXPANSION OF THE WESTFIELD SHOPPINGTOWN - SANTA ANITA AT 400 SOUTH BALDWIN AVENUE WHEREAS, on February 11, 2002, Westfield Corporation, Inc. submitted revised plans for architectural design review (ADR 2002-009) for a 208,000+ net square foot retail expansion and a parking structure to accommodate 630 vehicles at the Westfield Shoppingtown - Santa Anita; and WHEREAS, on March 12, 2002 the Planning Commission reviewed the revised plans and the Planning Commission voted 4-0 with one member absent to recommend to the City Council approval of the revised architectural design subject to the conditions recommended by the Development Services Department. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY RESOLVE AS FOLLOWS: Section 1. That the factual data submitted by the Development Services Department in the attached report is true and correct. Section 2. The City Council finds: 1. That the location, configuration and architectural design and the proposed materials and colors of the proposed expansion and parking structure are visually harmonious with the existing mall buildings and with the site; 2. That the design for the proposed expansion will enhance the existing mall and create a positive physical image and environment; 3. That the height, massing and configuration of the expansion are in scale with the existing mall; and 4. That an Environmental Impact Report was prepared for the expansion of up to an additional 600,000 square feet to the Westfield Shopping Mall. The EIR was certified -1- 6289 by the City Council on September 5, 2000. The proposed design review and plans are consistent with the project and findings as set forth in the EIR. Section 3. That for the foregoing reasons, the City Council approves the proposed architectural design review (ADR 2002-009) subject to the following conditions: 1. The final plans shall be submitted to the Assistant City ManagerlDevelopment Services Director to ensure compliance with the approved preliminary plans and the materials as submitted and depicted on the display boards. If the Assistant City Manager/Development Services Director determines that any proposed changes to the plans or materials are significant, the Assistant City Manager/Development Services Director has the authority to remand the plans back to the City Council for further review. 2. The proposed parking structure shall be designed to provide adequate maneuvering and turning radii for standard passenger cars. Final plans shall be subject to prior review and approval by the City's Traffic Engineer and shall address the issues of adequate turning radii, driveway aisles widths and turning movements into and out of the circulation ramps. 3. Interior lighting for the parking structure shall be included on the final plans and shall be subject to prior review and approval by the Police Department. 4. The parking structure entrance height shall be designed for access by paramedic ambulances and shall be subject to prior review and approval by the Fire Chief. 5. All new landscape materials shall be of a size and quality in scale with the project. All new trees shall be a minimum of 36" box. All new shrubs shall be a minimum five (5) gallon in size. The final landscape plans shall be subject to prior review and approval by the Assistant City Manager/Development Services Director. 6. All new signing on the exterior building fal(ades shall be subject to further design review and approval by the Assistant City ManagerlDevelopment Services Director through the Sign Design Review process. 7. A security plan shall be submitted to and approved by the City of Arcadia Police Chief prior to the issuance of a Certificate of Occupancy for any new structures on the Property. Additionally Westfield shall provide space within the property for use by the City of a size and location to be approved by the City Manager and Police Chief. -2- 6289 8. There shall be no retail kiosks in the open plaza area. Portable carts may be allowed in compliance with Fire Department regulations. The final design for any and all such carts shall be subject to review and approval by the Assistant City Manager/Development Services Director based on the following criteria: 1) Cart designs may be animated in nature and shall serve to accentuate the architectural and aesthetic finish of the building facades. 2) Carts may be clustered and may vary in height to enhance the general character of the open plaza areas. In order to facilitate a festive environment, carts may, subject to prior approval of the Building Official and Fire Marshall, encroach on the 15'-0" separation provided for in Section 2, Paragraph 15 of Resolution 6199 dated October 3. 2000. 4) Carts shall be designed to be weatherproof and shall have illumination integrated into the design. 5) The maximum square feet of all carts in the open plaza, in the aggregate, shall not be greater than 10% of the total square feet in the open plaza area. 6) The uses permitted with the kiosks and carts shall be consistent'with Section 2 of Paragraph 16 of Resolution 6199 dated October 3,2000. 9. The plaza area shall include a focal point such as a fountain or other public art as approved by the Assistant City Manager/Development Services Director. The dollar value of this focal point shall be in an amount not less than $.10 per square foot multiplied by the gross square footage of the expansion, including the open plaza area but excluding the parking structure. In lieu of constructing an on-site focal point, the developer at his/her discretion may pay to the City, prior to obtaining the first Certificate of Occupancy for this project, a sum of money equal to the above-prescribed amount for a public art or similar project at an off-site location selected by the City Council. 10. Flat, plexiglas illuminated signs and internally illuminated plastic-faced cabinet signs are prohibited. 11. The final design of the relocated bus shelter shall be submitted to and approved by the Assistant City Manager/Development Services Director. -3- 6289 12. Any proposed single-sided monument sign for a theater/cinema use, and/or restaurants/eating establishments each containing 5,000 sq. ft. or more, shall be subject to the review and approval of the Assistant City Manager/Development Services Director through the Design Review process. Section 4. The City Clerk shall certify to the adoption of this Resolution. Passed, approved and adopted this 19th day of March, 2002.
