HomeMy WebLinkAbout6291 RESOLUTION NO. 6291 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING THE GENERAL PLAN DESIGNATION FROM COMMERCIAL TO MULTIPLE F AMIL Y RESIDENTIAL (24 DUlAC MAX) FOR THE PROPERTY LOCATED AT 1510-1516 SOUTH BALDWIN AVENUE (G.P. 02-001) WHEREAS, this General Plan Amendment (GP 02-001) was initiated by Hank Jong, to change the General Plan land use designation from Commercial to Multiple-Family Residential (24 du/ac max) on the property located at 1510-1516 South Baldwin A venue; and WHEREAS, on January 22, 2002, a public hearing was held before the Planning Commission on said matter at which time all interested persons were given full opportunity to be heard and to present evidence; and WHEREAS, the Planning Commission voted 4 to 0 with one member absent to adopt Planning Commission Resolution 1667 recommending to the City Council approval of General Plan Amendment No. GP 02-001 to change the Land Use Designation from Commercial to Multiple-Family Residential (24 dulac max); and WHEREAS, on March 19,2002, the City Council held a public hearing on said General Plan Amendment; and WHEREAS, as part of the record of this hearing, the City Council reviewed and considered: I. All staff reports and related attachments and exhibits submitted by the Community Development Division of the Development Services Department to the City Council; and 2. The record of the Planning Commission hearing regarding General Plan Amendment GP 02-00 I; and 6291 3. All information and material and documentation presented as part of the public testimony at the Planning Commission public hearing on January 22, 2002, including the staff report, the environmental documents (including the Negative Declaration); and WHEREAS, the City Council adopted the Negative Declaration for General Plan Amendment GP 02-001 at its meeting of March 19,2002; and WHEREAS, the above recitals are hereby incorporated as part of the findings set forth below. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: Section I. That the factual data submitted by the Development Services Department in the attached report is true and correct. Section 2. The City Council finds: 1. That the proposed General Plan amendment to Multiple-Family Residential (24 du/ac max) is more appropriate for this site than commercial. The site abuts properties developed with multiple-family units to the east and south. The Multiple-Family Residential designation is consistent with the General Plan designation for the neighboring properties to the south and with the R-3 zoning on the major portion of the subject property. 2. That the approval of General Plan Amendment 02-00 I will not be detrimental to the public health or welfare, or injurious to the property or improvements in such zone or vicinity. 3. That the granting of General Plan Amendment 02-001 will not have a significant effect on the environment and a Negative Declaration has been approved for this project. 2 6291 Section 3. That for the foregoing reasons, the City Council approves the General Plan amendment (G.P. 02-001) from Commercial to Multiple-Family Residential (24 du/ac max) at 1510-1516 South Baldwin Avenue. Section 4. The City Clerk shall certify to the adoption of this Resolution. Passed, approved and adopted this 2nd day of April , 2002.
