HomeMy WebLinkAbout4715 RESOLUTION NO. 4715 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA URGING THE STATE ENERGY RESOURCES CONSERVATION AND DEVELOPMENT COMMISSION TO MAKE A POSITIVE RECOMMEND- ATION TO THE STATE LEGISLATURE FOR THE CONSTRUCTION OF THE SUNDESERT NUCLEAR PLANT AND URGING THE STATE LEGISLATURE TO APPROVE SAID RECOMMENDATION. WHEREAS, the Cities of Southern California will need additional electrical generating capacity to meet its citizen's and customers' needs for the mid-1980's; and WHEREAS, San Diego Gas & Electric Company has applied to the State Energy Resources Conservation and Development Commission for approval to build the Sundesert Nuclear Project at Blythe, California, to serve the electric power needs of Southern Cali- fornia cities; WHEREAS, the California Department of Water Resources is a participant in the Sundesert Nuclear Project and requires the energy which will be derived from the project to economically pump water to Southern California; and WHEREAS, the Metropolitan Water District of Southern California has a vital interest in the Sun desert Nuclear Project by reason of its water supply contract with the Department of Water Resources; and WHEREAS, it is imperative that the Sundesert plant be constructed or else the Metropolitan Water District, of which the City of Arcadia is a part, will very likely face substantial increases in the cost of pumping Colorado River water should ample supplies of electricity fail to materialize; and WHEREAS, on December 2l, 1977 the State Energy Resources Conservation and Development Commission gave its initial approval to proceed with one unit of the Sundesert plant; and WHEREAS, Section 25524.25 of the Public Resources Code permits the Commission to recommend to the State Legislature whether Sundesert should be exempted from the provisions of certain nuclear laws if the Commission is unable to reach findings as required under these nuclear laws; and WHEREAS, unless the Commission makes a positive recom- mendation to the State Legislature recommending that Sundesert be exempted from the provisions of certain nuclear laws, there will be unnecessary'delays in the construction of Sundesert to the detriment of the energy needs of Southern California including the City of Arcadia. -1- 4715 NOW, THEREFORE, BE IT RESOLVED BY THE ARCADIA CITY COUNCIL AS FOLLOWS: SECTION 1. That the State Energy Resources Conservation and Development Commission is hereby urged to make a positive re- commendation to the State Legislature that the Sun desert Nuclear Power Plant be granted an exemption from certain nuclear laws pursuant to AB l852 to allow construction of the Sundesert plant pursuant to the Notice of Intention filed by San Diego Gas and Electric Company; and SECTION 2. That the members of the State Legislature are hereby urged to approve the commission's recommendation as heretofore described. SECTION 3. That the City Clerk shall certify to the adop- tion of this resolution and is instructed to distribute the same to the Senator Richardson, Assemblyman Collier, City Council of the City of Burbank and Mr. Richard L. Maullin Chairman of the State Energy Resources Conservation and Development Commission.
