HomeMy WebLinkAbout4569 RESOLUTION NO. 4569 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA AMENDING SECTIONS II, III, IV AND V OF THE CENTRAL REDEVELOPMENT PROJECT AREA COMMITTEE RULES AND REGULATIONS REGARDING MEMBERSHIP, ELECTION AND TERMS OF OFFICE FOR MEMBERS. WHEREAS, on the 24th day of August, 1973, Resolution No. 4348 established the Central .Redevelopment Project Area Committee and provided for adoption of appropriate rules and regulations; and WHEREAS, such rules and regulations provided for election of Project Area Committee Members for. terms of one year to be elected on the second Tuesday of each July; and WHEREAS, such Project Area Committee Members have reviewed existing membership and election rules and have determined the duration of term to be of insufficient length for the Members to become familiar with the duties of the office and to effectively serve the people of the area; and WHEREAS, Resolution No. 4348 anticipated that the Rules and Regulations would be amended from time to time; and WHEREAS, such Project Area Committee Members have recommended that the term of the present duly elected Project Area Committee Members be continued to the second Tuesday of July, 1977; and WHEREAS, such Project Area Committee Members have further recommended that members thereafter be elected to biennial terms of office and the Rules and Regulations be amended to provide for such changes; and -1- 4569 WHEREAS, the rules and regulations adopted August 24, 1973 did not reflect the official boundaries of the Central Redevelopment . Project Area as adopted on December 26, 1973.' NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Section II of the Project Area Committee Rules and Regulations shall be amended to read: The Project Area Committee shall be elected at a biennial meeting held on the second Tuesday in July of every other year com- mencing on the second Tuesday in July, 1975 at 7:30 p.m. Notice of this biennial meeting shall be given to all the following located within the Project Area boundaries: (1) residential owner-occupants, (2) residential tenants, (3) businessmen, and (4) members of existing organizations at least one (1). week prior to the date of the biennial meeting. Notices shall be personally delivered or mailed and shall be published in the Arcadia Tribune on each of the two Tuesdays imme- diately preceeding the second Tuesday in July of'every other year. The term of Project Area Committee Members elected on July 8, 1975 is hereby extended to July 12, 1977. SECTION 2. Section III, Subsection C shall be amended to read: The Project Area boundaries are those which were adopted as the official boundaries of the Arcadia Redevelopment Agency's Central Redevelopment Project on December 26, 1973, and are more specifically described as follows in the description attached as Revised Exhibit "A". The boundaries are illustrated on the map attached as Revised Exhibit "B". If the Project.Area boundaries are amended, then the Project Area Committee shall be reconstituted by procedures established by the City Council to reflect the circumstances. -2- 4569 SECTION 3. Section IV of the Project Area Committee Rules and Regulations shall be amended to read: . The terms of the Members of the Project Area Committee are for two (2) calendar years commencing on the second Tuesday of July, 1975, and ending on the second Tuesday of every other year if successors are elected or re-elected and in office by then. The member's terms continue. until successors are elected and in office. SECTION 4. Section V, Subsection A shall be amended to read: The officers of the Project Area Committee shall be the Chairman and Vice-Chairman. The officers shall be elected by a majority vote of the Project Area Committee immediately after the biennial July election of the Project Area Committee's membership. SECTION 5. The City Clerk shall certify to the adoption of this resolution.
