HomeMy WebLinkAbout4588 RESOLUTION NO. 4588 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA ADOPTING REVISED "RULES ESTABLISHED FOR USE OF WILDERNESS PARK" AND APPROVING "POLICIES ESTABLISHED FOR USE OF WILDERNESS PARK" WHEREAS, the Recreation and Parks Commission of the City of Arcadia has approved and has recommended that the City Council of the Cj.ty of Arcadia approve the revised "Rules Established for Use of Wil- derness Park", attached hereto as Exhibit "A", and "Policies Established for Use of Wilderness Park", attached hereto as Exhibit "B"; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ARCADIA that the Rules and Regulations for use of Wilderness Park and the "Rules Established for Use of Wilderness Park", attached hereto as Exhibit "A", which are by this reference incorporated herein as though fully set forth, are hereby adopted, and that the "Policies Established for Use of Wilderness Park", attached hereto as Exhibit "B", are hereby approved. BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF ARCADIA that violation of the rules attached hereto as Exhibit "A" may be en- forced by misdemeanor prosecution under and as provided by Arcadia Muni- cipal Code 54422(6) and that said rules be posted in ,a conspicuous place within Wilderness Park. RULES EStABLISHED FOR USE OF WILDERNESS'PARK 1. Wilderness Park' has been established as a wildlife sanctuary and is protected from vandalism by Arcadia Code Section 4422 as described below. No person shall: a) Moleat, shoot at, take or capture any animal or bird; b) Remove, deface or injure any' tree, shurb or plant;' c) Deface any rock or other n"tllral [eatllre oC the Park; d) Ride a bieyclc anywhere except on paved roadways; e) Bring any animal into the Park unless the animal is confined to a ,vehicle or is restrained, on a leash; f) Violate any regulation for use of the Park adopted by resolution of the City Council and posted in a conspicuous place within the Park. 2. Alcoholic beverages are prohibited in Wilderness Park. 3. Amplified sound is permissable only when equipment is approved and/or' operated: by Recreation Department personnel. 4. Motorized devices are prohibited within Wilderness Park including: gocarts. motor scooters"motot bikes and motorcycles. 7. Motorized models are not allowed in'Wilderness Park. 8. Skateboarding is not allowed in Wilderness Park. 9. Cooking is permitted at campsites only and is subject to the fOllowing restdc Hons: a) In ,the Park's permanent cooking units - charcoal only. ,b) In' portable charcoal braziers. c) In portahle gasoline cooking units. d) No cooking is allowed in the Fire Circle. e) Dispose of cooking grease in a scaled container. 10. In case of emergency, or when an extreme situation arises where a member of your group needs to leave or, enter the Park, call the Arcadia Police Department for assistance. 12. In the event of a fire when evacuation of the Park is necessary, the paved road into the Park will be used. Persons are to stay to the extreme ri~ht of the r9adway so that incoming emergency equipment will not be blocked. 13. Groups using park facilities arc responsible for cleaning the lnea, to the satisfaction of a park attendant. 14. Persons in charge of'organir.ed groups should have an attendance roster with them at all times so that an immediate check can be made if evacuation of the Park'becomes necessary. 15. Overnights must be supervised at a' ratio of, one adult supervisor per every ten children. The individual in charge of, the group must be at least 21 years of age. 16. No house pets, confined or otherwise, are allowed to remain in the Park overnight. 17. Please be aware that Wilderness Park is located in the midst of a residential area and the "quiet hours" from 10:00 p.m. to 7:00. a.m. must be strictly observed. 4588 EXPLANATORY NOTES - (Rules) , 1. When the equestrian trail is extended to Wilderness Pnrk, it is felt that horses should not proceed beyond the corral located in the southern portion of the Park. 6. Any change in this rule will require modifl,eation of' the City Code. 7. This rule was inserted at the request of the neighbors, becnuse of excessive noise. 8. It is felt that skateboards arc extremely dnngerous, and someone could become injured if these devices are not prohibited. 9,. Self-explanatory. 10. Reservations arc limited to Arcad'i" organi?ation". (For "dm,lnistrative purposes. an Arc:!di:! orf,aniz:1tion is one in which 50% o( the members in attendance are from Arcadia.) '2. Reservations will not be, made to groups with fewer than 10 or more than 150 people. 3., Reservations will not be made for Holidays. 4. Overnight camping is limited to organized Arc"di., Youth Groups that h:!ve secured prior approval from the Recreation Department through the Nature Coordinator. 5. , ~ilderness Park shall be open daily from one hour aft6r sunrise until one hour after sunset. EXCEPTIONS: a) The Park shall be closed on the 4th of July arid any ndditionnl days as determined neccssary. b) Persons participating in org;1I11zed and supervi:;cd -recreation:!l activities may use the P:!rk before or beyond the honrs as designated above, provided a reserv:!tl.on has heen made with the Rccreation Department through the Nature Coordinator. 4588 EXHIBIT "B" EXPALNATORYNOTES - (Policies) 1. Self-explanatory. 2. It is felt that personnel costs do not warrant reserving space for fewer than 10 people. Limiting reservations to 150 or less, will prev'ent extremely large groups from requesting reservations. J. Extensive use of the Park by the general public prohibits this. 4. Organized Youth Groups incl"de, htlt are not limited to: Scouts, Camp Fire'Ci.rls, 1l1uebi.rdr., Ctlb Scotlts;'llrownies, School groups directly sponsored by their organization. Iloy Sconts, Girl and Church and 5. a) Closure may be determined by'the Fire Depnrtment, Pollee, Pnblic Works, the Nature Coordinator or other authorized persons, depending upon the type of situation or emergency. b) Self-explanatory. 4588
