REGULAR MEETING MINUTES
TUESDAY, APRIL 3, 2012
CALL TO ORDER - Mayor Kovacic called the meeting to order at 7:00 p.m.
ROLL CALL OF CITY COUNCIL:
PRESENT: Council Member Amundson, Chandler, Harbicht, Segal and Kovacic
ABSENT: None
INVOCATION — Reverend Rodolfo Reyes, Arcadia Police Department Chaplain
PLEDGE OF ALLEGIANCE — Margaret Barrows
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS — Mr.
Lazzaretto announced that there were no supplemental agenda items; and also made some
comments regarding his new job.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE
READING IN FULL
A motion was made by Council Member Chandler, seconded by Council Member Segal to read all
ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Presentation of the "Believe in Arcadia... Volunteer!" Award to Jim and Margaret
Barrows
PUBLIC COMMENTS
Ron Larson, Library Board Member appeared and discussed using the display cases at the Library
for baseball memorabilia by the "Baseball Reliquary."
Terry Cannon of the Baseball Reliquary appeared and talked about an exhibit at the Library which
will open on April 9th and run through May 24th; he explained the Baseball Reliquary is a traveling
baseball museum primarily at libraries throughout Southern California; he spoke about an exhibit
called "Bill Veeck: Baseball's Greatest Maverick "; he distributed packets containing information to
the City Council on the Veeck Fest program; and he thanked Director of Library and Museum
Services Jackie Faust - Moreno and Ron Larson for the invitation.
REPORTS FROM THE CITY COUNCIL AND CITY CLERK
Council Member Chandler made some positive personal. comments regarding former City Manager
Mr. Penman and his retirement party; and he welcomed new City Manager Lazzaretto.
Council Member Segal made some comments about the upcoming election and stated that his
comments are his own and not a reflection of anyone's positions or beliefs; he commented on
statements being made by City Council candidates regarding mansionization, the downtown area
around First Avenue and Huntington Drive, the $67 million unfunded retirement liability, and labor

negotiations that took place last year; he discussed increased revenue which he indicated is a real
issue that could impact the community and lead to reduced services but has not been an issue in
this election; he stated that residents should not get caught up in "rhetoric that is not reality and in
reality not a real issue "; he commented briefly on each City Council candidate in order to give the
community a brief understanding of who they are what he feels they represent; he stated that the
community is filled with smart, talented and creative people; that the City needs a City Council
made up of both new and old faces that will have new and creative ideas and encouraged
Arcadians to get involved and seek a City Council seat in 2 years.
Council Member Amundson welcomed City Manager Lazzaretto; he announced Board and
Commission openings and encouraged residents to submit their resumes and get involved; he
congratulated Jim and Margaret Barrows for their volunteerism in Arcadia; he announced the
Patriotic Citizen Award given to Mr. & Mrs. Walvek from the Veterans of Foreign Wars; he
announced the ACTION workshop on Saturday and encouraged residents to attend; and noted an
Easter Egg Hunt on April 6th at Arcadia Par 3 and on April 7th at Arcadia County Park; and he
wished everyone a blessed Easter and meaningful Passover.
Council Member Harbicht also congratulated Jim & Margaret Barrows; and commented on the letter
the City received from the City's auditors and noted that was exemplary and flawless.
City Clerk James Barrows thanked the City Council for the Believe in Arcadia Award; he apologized
for not attending Mr. Penman's retirement party and congratulated him on his retirement and travels
with his wife, he commented on the recent track meet and congratulated staff for a great event; he
announced that Tuesday is Election Day; he welcomed City Manager Lazzaretto; he noted Santa
Anita Derby Day on Saturday; and noted that he attended the play "Oklahoma" at the Arcadia High
School; and again thanked the City Council for the Award to him and Margaret.
Mayor Kovacic he noted Derby Day on Saturday; he thanked everyone who attended the Mayor's
Community Breakfast and thanked Linda Garcia, Kristen Olafson, Mary Buttice and Connie
Schacatano of the City Manager's office on doing a great job in planning the event; he announced
that he and the City Manager attended the Battle of the Badges event between the Fire and Police
Departments, which benefitted Special Olympics; and commented on the new "Helping Hands"
Guide Book to increase awareness of volunteering; he noted that his last Coffee with the Mayor is
on Friday at 8:30 a.m. at the Community Center; and he wished everyone a blessed Passover and
Easter.
1. CONSENT CALENDAR
a. Approve the Special Meeting Minutes of March 8, 2012 and Regular Meeting
Minutes of March 20 2012.
Recommended Action: Approve
b. Adopt Ordinance No. 2296 amending Article V, Chapter I of the Arcadia Municipal
Code relating to multi - family residential and commercial recycling.
Recommended Action - Adopt
C. Accept all work performed by Flatiron Electric Group, Inc. for construction of Fiber
Optics Connections to City facilities as complete.
Recommended Action: Approve

d. Authorize and direct the City Manager to execute a Purchase Order in an amount not
to exceed $637,354 for ten (10) 20- passenger paratransit replacement vehicles to be
purchased from A -Z Bus Sales Inc. under the Cal ACT contract
Recommended Action: Approve
It was moved by Council Member Harbicht, seconded by Council Member Chandler, and carried on
roll call vote to approve Consent Calendar items 1.a through 1.d.

2. CITY MANAGER ITEMS
CITY COUNCIL
a. Report, discussion and direction regarding Gold Line parking structure design and
transit plaza.
Recommended Action: Provide direction
Jason Kruckeberg, Assistant City Manager /Development Services Director, and Phil Wray, Deputy
Director of Development Services /City Engineer, provided the staff report.
It was moved by Council Member Harbicht, seconded by Council Member Chandler, and carried on
roll call vote to proceed with the painted and etched concrete design for the Gold Line Extension
Parking Structure and Transit Plaza; and the allocation of funds from the Prop A and C
Reserve /Grade Separation Fund to provide detail and enhancement to the Parking Structure.

b. Consideration of Resolution No.—SA-3 approving and adopting the Recognized
Obligation Payment Schedule Pursuant to Health and Safety Code Section

Recommended Action: Adopt
Jason Kruckeberg, Assistant City Manager /Development Services Director, and Jerry Schwartz,
Economic Development Manager, presented the staff report.
It was moved by Council Member Chandler, seconded by Council Member Segal, and carried on
roll call vote to adopt Resolution No. SA -3 approving and adopting the Recognized Obligation
Payment Schedule Pursuant to Health and Safety Code Section 34177(1)(1_).

and Pat Wallace at 8:30 p.m. to Tuesday, April 17, 2012, 7:00 p.m. in the City Council Chamber
located at 240 W. Huntington Drive, Arcadia.
