A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCIIDIA
FINDING URGENT NECESSITY FOR THE PRESERVIITTON OF I1EIILTH,LIFE
OR PROPERTY TO LET II CONTRIICT FOR TIlE WIDENING OF BIILDWIN
AVENUE NEAR HUNTINGTON DRIVE WITHOUT IIDVERTISING FOR BIDS,
AND AWARDING AND AUTHORIZING EXECUTION OF II CONTRACT FOR
SUCH WIDENING
BE IT RESOLVED AND DETERMINED BY THE ARCIIDIA CITY COUNCIL AS
FOLLOWS:
SECTION 1.
That the facts stated in the September 6, 1977
attached memorandum of the Director of Public Works labeled Exhibit "A"
setting forth the existence of an emergency are true and correct.
SECTION 2.
That therefore there exists urgent necessity for the
preservation of life, health, or property that a contract be let for the
widening of Baldwin Avenue near Huntington Drive without advertising for
bids, and that the informal low bid of $6,595 for such project submitted
by E. C. Construction Co., also known as Carl P. Peterson, doing business
as E, C. Construction Co., is hereby accepted.
SECTION 3.
That a contract with afore described bidder, on
a form and with content approved by the City Attorney, is hereby approved
and awarded and the Mayor and Clerk are authorized to execute the same.
SECTION 4.
The City Clerk shall certify to the adoption of
this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted at a
regular meeting of the City Council of the City of Arcadia held on the
6th day of September, 1977, by the affirmative vote of at least four
Councilmen, to wit:

SUBJECT:
WIDENING' OF BALDWIN A VENUE BY CONTRACT
Attached hereto is the low bid of $6,595 submitted by the E.C. Construction
Company.
The work to be performed in subject project is that agreed upon by the City in
connection with the improvement of the Home Federal Savings property. An emergency
situation arises from the following:
1. The work must be coordinated with curb and gutter construction by the
developer and traffic signal relocation by the City's maintenance
contractor.
2. The work must be completed prior to October 7, 1977 when the Oak Tree
thoroughbred racing season starts at Santa Anita Park at which time there
will be a daily increase of more than 20,000 vehicles at Baldwin Avenue.
Failure to complete by that day will result in reduced roadway width due to
work area barricading.
3. A formal bidding process would require a minimum of 28 days from this date
before award could be. made. Construction then would be during the racing
meet ~
