RESOLUTION NO. 4668
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA APPROVING THE OCTOBER 1977
MEMORANDUM OF UNDERSTANDING WITH THE SOUTH-
ERN CALIFORNIA ASSOCIATION OF GOVERNMENTS
RELATING TO MEMBERSHIP ON THE TRANSIT AD-
VISORY COMMITTEE, AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE THE AGREEMENT AND
DESIGNATING REPRESENTATIVES TO THE TRANSIT
ADVISORY COMMITTEE
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES RESOLVE
AS FOLLOWS:
SECTION I. The Memorandum of Understanding between
the City of Arcadia and the Southern California Association of
Governments relating to coordination of planning activities in
the field of transit systems on file in the office of the City
Clerk is hereby approved and the Mayor and City are hereby
authorized to execute such Agreement.
SECTION 2. George J. Watts, Acting City Manager, and
Assistant City Manager of the City of Arcadia, is hereby desig-
nated as the City's representative on the Transit Advisory
Committee and Jay Corey, Administrative Assistant, is hereby
designated as his alternate.
SECTION 3. The City Clerk shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the City Council of the City of
Arcadia held on the 18th day of October, 1977, by the affirmative
vote of at least three Council Members, to wit:

MEMORANDUM OF UNDERSTANDHIG
PUBLICLY OWNED TRANSIT OPERATORS
Tl:lIS MEMORANDUM OF UNDERSTAr~DING is entered into this 18th
day. of October
, 1977 between SOUTHERN CALIFORNIA ASSOCIATION OF
GOVERNMENTS (hereinafter referred to as SCAG), and the (CITY) (~
~~~X) OF
Arcadia
(hereinafter referred to as
City
), a public
transit operator, for the purpose of assuring a cooperative and mutually
beneficial working relationship between the Regional Transportation Planning'
Agency and the transit system operators within the region to provide
comprehensive, effective and coordinated transit services.
REC IT ALS :
1. Transit Advisory Committee, a technical advisory committee to the
Transportation and Utilities Committee of SCAG, serves the following
purposes:
(a) To provide a regular and continuing means for coordination of
the planning, development and operation of public transportation systems
consistent with the comprehensive plan for the overall development of the
region.
(b) To establish a means of regular communication between local
transit operators and SCAG's Transportation and Utilities Committee relating
to the needs, opportunities and status of public transportation in the
region.
(c) To coordinate the dissemination of information concerning
public transportation services in the region.

(d) To assist in the resolution of inter-operator problems relating
to the coordination of schedules, routes, transfers, fares, levels of service,
and other operational matters.
(e) To jointly engage in efforts to meet all provisions required
by Federal and State laws and administrative directives and guidelines for
coordinated transportation planning and operations in order to assure the
region's ability to meet Federal and State requirements for continued
financial support for public transit.
(f) To provide an institutional setting wherein the development and
continuing operation of public transit service in the region will be
accomplished as part of an officially coordinated regional transportation
system.
(g) To allow private transit operators full committee participation
for expressing and coordinating their interest in public transportation.
2. Every operator of a public transit system shall designate a
representative to serve on SCAG's Transit Advisory Committee.
COORDINATIVE AGREEMENT:
NOW, THEREFORE, in consideration of the mutual benefits to the parties
hereto, to mass transportation within the region and in consideration of the
covenants and conditions herein contained. the parties agree as follows:
1. City agrees to des i gna te
a representative of the City's transit system to serve as a regular member
of the Transit Advisory Committee.
2. City agrees to use the
Transit Advisory Committee as a forum for the discussion and resolution of
inter-jurisdictional transit service problems.

3. City agrees to
cooperate in planning efforts necessary to assure the incorporation or full
coordination of its transit system with the existing and/or planned transit
system and institutional arrangement.
4. City and SCAG agree
that the SCAG Executive Committee will determine the merit and suitability
of all applications for State and Federal transit funding assistance
according to the following criteria:
(1) Conformance with applicable statues and regulations
promulgated by the relevant granting agencY,or authority.
(2) Conformance with policies and guidelines incorporated into
the Regional Transportation Plan.
(3) Conformance with transit system efficiency standards and
guidelines which are developed and adopted by SCAG as Transit
Service Pdlicies.
(4) Conformance with stipulations included in this SCAG/Public
Transit Operator Memorandum of Understanding.
5. Citv and SCAG
agrees that evaluation of applications for State and Federal funding
assistance which include proposals to establish new public transit systems
or significantly expand the operating areas of existing systems will be
made only after the following have been accomplished:
(1) Documentation of coordination between the applicant and the
municipal and/or county governments in whose jurisdiction
the proposed service will be provided which indicates
mutual agreement on the introduction of such service.

(2) Documentation of coordination between the applicant and other
public transit operator(s) providing service in or immediately
adjoining the area to be served which 1) describes the type and
extent of proposed new service and 2) includes a response
indicating the anticipated impact the new service would have
on existing transit operations.
(3) Documentation that the proposed service is consistent with
adopted SCAG transit service policies and other applicable
regional policies in the RTP.
(4) Documentation of the rational (including supporting evidence)
upon which the proposed new or significantly expanded transit
operating entity will serve the area in question more effectively
than the existing operator(s).
6. City and SCAG agree
that adequate levels of intersystem ~oordination shall be documented as
fo 11 ows :
(1) All applications filed by operators of public transit systems
providing service which intersects with or adjoins service
provided by another transit system (or systems) will include a
description of the coordinative arrangements between those
systems to avoid duplication of service and to enable the public
to transfer as conveniently as possible from one system to
another.
(2) Within each county documentation of coordination will be
carried out according to the groupings included as Attachment A
of thi s Memorandum.

(3) Such coordination shall be reflected in grant applications for
UMTA Capital and Operating funds. Areas of coordination shall
include, as appropriate: types of services, schedules, routes,
transfers and transfer points, fares, joint use of facilities
and other collaborative measures which would promote effective
coordination and avoid duplication of services.
(4) Appropriate levels of coordination should be based on the
degree of system interaction and potentials for operational
efficiency within groupings.
7. SCAG agrees to assist the City with continued financial support
through endorsement of applications for state and federal transit funding.
SCAG endorsement of City's applications for transit funding shall be
contingent upon the implementation of this agreement and consistency with
the Regional Transportation Plan.
a. This Memorandum of Understanding may be amended, modified or
extended only by written agreement of the parties.

IN WITNESS WHEREOF, the parties of this Memorandum of Understanding
have executed the same as of the date first above written.

LOS ANGELES COUNTY
Western Area
The cities of Beverly Hills, Culver City, Los Angeles, and Santa Monica,
with SCRTD as a group.
South West Area
The cities of El Segundo, Hawthorne, Hennos'a Beach, Gardena, Inglewood,
Lallndale, Lomita, Los Angeles, Manhattan Beach, Redondo Beach, Palos Verdes
Estates, Rancho Palos Verdes, Torrante, Rolling Hills, and Rolling Hills
Estates with SCRTD as a group.
South East Area
The cities of Long Beach, Signal Hill, Carson, Compton, Lakewood, Hawaiian
Gardens, Los Angeles and Paramount with SCRTD as a group.
Mid-Cities Area
The cities of Montebello, Artesia, Cerritos, Cudahy, Commerce, Vernon,
Huntington Park, La Mirada, Maywood, Bell, Bell Gardens, Bellflower, Downey,
Santa Fe Springs, Whittier, Norwalk, South Gate, Lynwood and Pico Rivera
with SCRTD as a group.
San Gabriel Valley Area
The cities of Pasadena, South Pasadena, Alhambra, Monterey Park, San Gabriel,
San Marino, Rosemead, Temple City, Walnut, Arcadia, Sierra Madre, South El
Monte, El Monte, Monrovia, Baldwin Park, Bradbury, Irwindale, Industry,
La Puente, Duarte, Azusa, Covina, West Covina, San Dimas and Glendora with
SCRTD as a group.
