RESOLUTION NO. 4672
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA DECLARING ITS INTENTION
TO ANNEX CERTAIN LANDS TO THE ARCADIA CON-
SOLIDATED LIGHTING DISTRICT (ANNEXATION
NO.7) AND FIXING A TIME FOR HEARING OB-
JECTIONS TO SAID PROPOSALS
WHEREAS, the public interest and convenience require
the improvement, to wit, operation and maintenance, of certain
street lighting systems on lands which are presently outside
of the Arcadia Consolidated Lighting District; and
WHEREAS, the pUblic interest and convenience require
said lands to be annexed to said district for the purpose of
assessing said lands for the costs and expenses of supplying
electrical energy and maintaining said street lighting systems.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA
DOES HEREBY RESOLVE:
SECTION I. That the public interest and convenience
require that certain lighting systems on lands hereafter des-
cribed be maintained and supplied with electrical energy and
that the cost thereof be assessed to said lands.
SECTION 2. That the public interest and convenience re-
quire that said lands be annexed to the Arcadia Consolidated
Lighting District and that a map showing said boundaries of the
lands proposed for annexation to said district, and the parti-
cular zone of said district into which said lands shall be
placed, together with a map of the Arcadia Consolidated Lighting
District, is attached to the report of the City Engineer relating
to this proceeding, dated October 14, 1977 and entitled Engineer's
Report Regarding Annexation No. 7 to the Arcadia Consolidated
Lighting District, which report has been approved by the City
Council and is on file and available for inspection in the office
of the City Clerk in the City Hall; that said report and maps are
hereby incorporated herein by reference as though set forth in
full; that all of said lands will be benefited by operation and

maintenance of the lighting system therein.
SECTION 3. That the improvement (operation and main-
tenance) of the street lighting systems referred to herein shall
be for a period commencing July I, 1978 and ending June 30, 1990.
SECTION 4. Notice is hereby given that on Tuesday, the
15th day of November, 1977, at the hour of 7:30 p.m. in the
Council Chambers of the City Hall, 240 West Huntington Drive,
Arcadia, California, the City Council will hear protests of any
interested persons who object to the proposed improvement or to
the assessment therefor.
SECTION 5. The City Clerk shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council of the City of Arcadia
held on the 18th day of October, 1977, by the affirmative vote of
at least three Council Members, to wit:

ENGINEER'S REPORT REGARDING ANNEXATION NO.7
TO THE ARCADIA CONSOLIDATED LIGIITING DISTRICT
In the interest of pub lic safety and convenience, the City historicaHy has caused
street lighting to be installed in various subdivisions or caused improvement of
substandard lighting' in other areas or in connection with major street improvements;
and the Council has ordered that such systems be maintained and furnished with
electrical energy and further that areas so improved be formed into districts for
rhe purpose of 'assessing a part of the costs and expenses upon the lands within
said districts. All such districts were consiidated into a single district by
Resolution No. 4173 in 1970 and have had additional lands annexed to the various
zones therein.
Pursuant to your' order of September 20, 1977, the undersigned submits this report
in accordance with the provisions of the "Street Lighring Act of 1919" the same
being Part I, Division 14 of the Streets and Highways Code of the State of California,
using the alternative procedure for levying and- collecting assessments on. an "Ad
Valorem" basis, as provided for in Chapter 8,5 of said part and division.
Plans and Specifications
Reference is made to drawings of the areas to be annexed or transferred which are
titled Annexarion No.7, Arcadia Consiidated Lighting District (6 sheets) filed
with the City Clerk, which constitute the streer lighting plan of lands to be
annexed to said district and show rhe following:
1. Annexation boundaries of the various district zones.
2. Lands within said zones.
3. Type and approximate location of street lights.
Zones to which lands to be annexed are generally described as follows:
Zone B - Utility-owned residenrial lighting consisting of mercury vapor
lamps on marbelite poles and maintained by the company. Areas to be
annexed to Zone Bare:
Tract No. 32817 - Melanie Lane-Camino Real
33337 - Third Avenue
33724 - Karl Way-First Avenue
25304 - Patricia Dr,-Fourth Avenue
31651 - Colorado Street
Zone E - City-owncd rcsidcntlal IIp,hUng systcm consisting primarily or
mercury vapor lamps on m.1rbclitc polcs and maintained hy the City, L.1nds
abutting San Luis Rey Road and a portion of San Antonio Road are to be
annexed to Zone E.
Southern California Enison Company shall furnish electrical energy to all systems
and they shall burn in accordance with approved time schedules. Costs for energy
and maintenance where applicable, shall be in accordance with the rules and rates
established by the Public Utilities Commission of the Stae of California.

Time Period of Improvement
It is recommended that the Resolution of Intention provide for a life to end
June 30, 1990 for the annexed areas.
