SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH
MNR CONSTRUCTION, INC. FOR THE BALDWIN AVENUE AND OLD
RANCH ROAD SEWER CAPACITY IMPROVEMENT PROJECT IN THE
AMOUNT OF $413,620 AND INCLUDE A 10% CONTINGENCY
Recommendation: Approve
SUMMARY
The 2006 Sewer Master Plan Update evaluated the adequacy of the City's wastewater
collection system and identified sections of the system which are unable to handle
current and projected wastewater demands. Baldwin Avenue (between Huntington
Drive and Fairview Avenue) and Old Ranch Road (near the intersection of Victoria
Drive) are two sections which were identified as needing improvements.
It is recommended that the City Council authorize the City Manager to execute a
contract with MNR Construction, Inc. for the Baldwin Avenue and Old Ranch Road
Sewer Capacity Improvement Project in the amount of $413,620 and include a 10%
contingency.
BACKGROUND
On May 2, 2006, The State Water Resources Control Board (State Board) adopted the
General Waste Discharge Requirement (WDR). The WDR applies to all public
collection system agencies in California and requires the City of Arcadia to prepare a
Sewer System Management Plan (SSMP). The SSMP describes the activities the City
uses to manage the wastewater collection system effectively and has the primary
objective of eliminating all sewer system overflows. A component of the SSMP is the
Sewer Master Plan. The Sewer Master Plan addresses the needs of the City's sewer
system through the Year 2026 and establishes the maintenance and improvement
framework the City uses to make decisions on future operational goals and system
capital improvement projects.

DISCUSSION
The 2006 Sewer Master Plan Update identified the existing sewer piping at Baldwin
Avenue (between Huntington Drive and Fairview Avenue) and at Old Ranch Road (near
the intersection of Victoria Drive) as being unable to handle current and projected
wastewater demands during heavy storms. The sewer lines at both of these locations
were originally installed in 1949.
Sewer systems need air to flow in and out of manholes and other vents in order to
function properly. When storm runoff flows on the streets, some of the water flows into
the sewer system through these vents along with a smaller percentage entering the
system through cracks or joints in the pipe. This additional flow increases the potential
for sewer systems to back up during rain storms and overflow into the streets or storm
drains. Replacement of the existing sewer pipes at both locations with larger pipes will
accommodate the increase in demand and reduce the potential for sewer spills or
overflows.
The replacement of the sewer mains at Baldwin Avenue and Old Ranch Road were
originally scheduled as CIP projects in separate fiscal years. However, it was felt that
combining both projects and bidding them together would result in a savings in
mobilization costs and the economy of scale for materials and work. The engineer's
estimate for the combined work was $438,900.
Notices inviting bids were published in the adjudicated paper and bid packages were
distributed to area contractors. The City Clerk publicly opened five (5) sealed bids on
April 24, 2012. The following bid results are listed for the City Council's review and
consideration:

Bid documents were carefully reviewed for content and the contractors' backgrounds
and recent projects were investigated for competency. It has been determined that MNR
Construction, Inc. is the lowest responsible bidder to perform the construction of this
project. Therefore, it is recommended that the City Council authorize the City Manager
to execute a contract with MNR Construction, Inc. for the Baldwin Avenue and Old
Ranch Road Sewer Capacity Improvement Project in the amount of $413,620 and
include a 10% contingency.

ENVIRONMENTAL ANALYSIS
The Baldwin Avenue and Old Ranch Road Sewer Capacity Improvement Project
involves the replacement of existing utility systems and is therefore categorically exempt
per Section 15302(c) of the California Environmental Quality Act.
FISCAL IMPACT
The Baldwin Avenue Sewer Main Project was budgeted in the 2010-2011 Capital
Improvement Program (CIP) for construction costs of $435,000. The Old Ranch Road
Sewer Main Project was budgeted in the 2011-2012 CIP for construction costs of
$104,000. The funding source for these projects is through the Sewer Enterprise Fund.
The total cost of $413,620 plus 10% contingency is within the adopted budget for the
Project.
RECOMMENDATIONS
1. Award a Contract to MNR Construction, Inc. for the Baldwin Avenue and
Old Ranch Road Sewer Capacity Improvement Project in the amount of
$413,620 and include a 10% contingency.
2. Authorize the City Manager and City Clerk to execute a contract in a form
approved by the City Attorney.
3. Waive any informality in the bid or bidding process.
