SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH
SOUTHLAND SPORTS ASSOCIATION TO PROVIDE BASKETBALL
OFFICIALS FOR THE ADULT AND YOUTH BASKETBALL LEAGUES FROM
JULY 1, 2012 THROUGH JUNE 30, 2013.
RECOMMENDATION: Approve
SUMMARY
It is recommended that the City Council authorize the City Manager to execute a contract with
Southland Sports Association to provide basketball officials for youth and adult basketball
leagues from July 1, 2012, through June 30, 2013.
BACKGROUND
The Recreation and Community Services Department offers both youth and adult basketball
leagues. The adult basketball league operates year round for 16 weeks per season, consisting
of approximately 36 teams. League games are scheduled each Sunday at the Dana Gym
between the hours of 8:00 A.M. -10:00 P.M. Approximately 14 games are scheduled each week,
requiring two (2) officials per game. The youth basketball league operates for six (6) weeks,
consisting of approximately 25 teams. Games are scheduled each Friday between the hours of
5:00 P.M. -10:00 P.M. and each Saturday between the hours of 8:00 A.M. -5:00 P.M.
Approximately 14 games are scheduled each week, six (6) requiring one (1) official and eight (8)
requiring two (2) officials. On January 9, 2012, a proposal request for a basketball officials
provider was sent out to seven agencies. Upon conclusion of the February 16, 2012, deadline,
two bids were received. The received bids include the existing provider, Inland Roundball
Officials, and Southland Sports Association. Both bids meet the criteria of the proposal request;
however, Southland Sports Association provides officials at a cost of $21 per official, per game
in comparison to Inland Roundball, which provides officials at a cost of $25 per official, per
game. Southland Sports Association currently provides basketball officials for the cities of
Rancho Cucamonga and Glendora. As set forth in the terms of the agreement, the contract may
be renewed for a maximum of three additional years.
FISCAL IMPACT
The proposed budget for basketball officials for Fiscal Year 2012-2013 is $35,000. The
proposed budget is sufficient to cover the cost of officials for the youth and adult basketball
programs, based on the bid provided by Southland Sports Association.
RECOMMENDATION
Authorize the City Manager to enter into a contract with Southland Sports Association for a
basketball officials provider for youth and adult basketball programs for the period of July 1,
2012, through June 30, 2013, in an amount not-to-exceed $35,000.
