Recommendation: Approve SUMMARY The City of Arcadia's Senior Nutrition Program provides a warm, healthy meal each weekday to approximately 60 seniors daily who pay $2.00 each and enjoy the camaraderie of others during lunch. The City issued an RFP to obtain bids to ensure the quality and cost of each meal is the best option for the program. Based on the most recent RFP process, City staff recommends the City Council authorize and direct the City Manager to execute a contract with Unified Nutrimeais to provide the senior meals program for 2012-2013 Fiscal Year. The contract amount is not to exceed $56,000 and includes an option for (3) one year renewal periods thereafter at the City's discretion. DISCUSSION On April 2, 2012, the City of Arcadia mailed RFP's to 17 potential foodservice vendors for the daily Senior Nutrition Program at the Arcadia Community Center. The City also advertised in the Arcadia Weekly on April 5 and 9, 2012. The City received one qualified bid by the April 24, 2012, deadline. The qualified company is Unified Nutrimeals, which is based in Vernon, California. Unified Nutrimeals currently serves 35,000 senior meals per week in numerous local senior meal sites and is well equipped to meet the needs of the City of Arcadia. Unified Nutrimeals was also the Arcadia Senior Nutrition provider during the Fiscal Years 2008-2010 and a favorite to many seniors. The current senior meal provider, Catering Systems, Inc., failed to submit the required proposal by the deadline. FISCAL IMPACT The proposed cost per meal will be $3.18, which is four cents lower than the $3.22 the City is currently paying. CDBG funds in the amount of $30,773, as well as $19,000 from the General Fund are proposed in the 2012-2013 Fiscal Year Budget. The remaining balance will be recovered through the $2.00 daily fee per meal, which is consistent with the current cost per meal. RECOMMENDATION It is recommended the City Council authorize and direct the City Manager to execute a contract with Unified Nutrimeals to provide the senior meals program for Fiscal Year 2012-2013 in an amount not to exceed $56,000.
