RESOLUTION NO. 4188
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA AMENDING SECTIONS 6 AND
8 OF RESOLUTION NO. 4185, RELATING TO-
REGULATIONS FOR THE DEVELOPMENT OF A
SHOPPING CENTER AT THE NORTHEAST CORNER
OF HUNTINGTON DRIVE AND BALDWIN AVENUE.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES DETERMINE AND
RESOLVE AS FOLLOWS:
SECTION 1. On February 16, 1971, Resolution No. 4185 was
adopted by the City Council which resolution set forth regulations
for the development of a regional shopping center at the northeast
corner of Huntington Drive and Baldwin Avenue. The City Council
hereby determines that the regulations set forth in Section 6 and
Section 8 of said resolution shall be amended to read as follows:
6. No certificate of occupancy for the first department
store shall be issued until such time as the City is furnished evidence
reasonably satisfactory to the City assuring the completion of the
second department store within six (6) months of the occupancy of
the first, and until the mall building shell, the enclosed mall,
parking lot and landscaping are completed; and no certificate of
occupancy shall be issued for any mall store until the City is furnished
evidence reasonably satisfactory to the City in the nature of a con-
struction contract assuring the completion of a third department store
within twenty-four (24) months.
8. The owner shall pay the cost of designing, constructing
or reconstructing streets and other structures and devices which the
City Council determines to be required for the accommodation and
control of the vehicular traffic which will be generated by the

shopping center, provided that no dedication of property or widening
of streets, other than that provided' for in this resolution, shall
be required. Without limitation, such work shall include the
following, and except as provided in this Section 8, be determined
at the time of approval of preliminary plans by the City Council.
a. Construction and installation of traffic controls,
structures and other devices which the City Council from time to
time, but not exceeding five years from final completion of the project,
determines to be necessary on or immediately adjacent to Hugo Reid
Drive between Baldwin Avenue and Michillinda Boulevard to prevent or
minimize to the greatest practical extent the use of Hugo Reid Drive
by persons other than those going to and from residences in the area
bounded by Baldwin Avenue, Huntington Drive, Michillinda Boulevard,
and Colorado Street.
b. Installation of traffic control devices, such as
traffic signals, striping, and street medians, on streets and inter-
sections adjacent to the shopping center or owner's adjacent property,
which the City Council from time to time, but not exceeding two years
from final completion of the project, determines to be necessary to
accommodate traffic generated by the center, including race track
traffic which is caused to be rerouted by the construction of the
project.
c. Reconstruction of Baldwin Avenue to a width of 82
feet between curbs, between Huntington Drive and the most northerly
point of the site boundary and any additional distance northerly of
said point as is necessary to make an orderly transition from the
divided highway to the existing street. The reconstruction shall
include, without limitation, the installation of street lights, a
landscaped median strip and sprinkler system and a sidewalk along
the east side of Baldwin Avenue from Huntington Drive to said most
northerly point.

d. Installation of a sidewalk and street lights along
the north side of Huntington Drive between Baldwin Avenue and Holly
Avenue.
e. Construction of curbs and gutters along the west
side of Colorado Place adjacent to the ownerts property which is
easterly of the site.
f. Installation of facilities to accommodate public
transportation vehicles.
The Ol'ffier shall coordinate with the Department of Public Works in
the preparation of plans to meet the requirements of this section;
said plans shall show all points of access to the site, shall include
on-site internal circulation plans, and shall be submitted with the
preliminary plans for the project and shall be subject to approval
by the City Council. Traffic routes and time schedules for construc-
tion traffic shall be approved by the Director of Public Works.
SECTION 2. The City Clerk shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a special meeting of the City Council of the City of Arcadia held
on the 23rd day of February, 1971, by the affirmative vote of at
least three Councilmen, to wit:
