HomeMy WebLinkAbout4195 RESOLUTION NO. 4195 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA EXPRESSING SHOCKED CONCERN OVER A PROPOSAL BY THE DIVISION OF HIGHWAYS TO BE RELEASED FROM ITS RESPONSIBILITY TO CONSTRUCT A CONCRETE-BLOCK BARRIER WALL ALONG THE SOUTHERLY ROADWAY OF THE FOOTHILL FREEWAY BETWEEN BALDWIN AVENUE AND MICIilLLINDA BOULEVARD. WHEREAS, for many years since the hearings on the freeway, residents in the area adjacent to and southerly of the freeway between Baldwin Avenue and Michillinda Boulevard, as well as other citizens of the community, because of representations of the Division of Highways have rested assured that said area would be screened from noise and other deleterious effects of the freeway; and WHEREAS, the Division of Highways, in order to provide such a screen, has recognized its responsibility to construct a barrier along the southerly side of the freeway between Baldwin Avenue and Michillinda Boulevard, where the freeway has been constructed at grade; and WHEREAS, the City Council and the citizens of this community were advised in December, 1970, that a concrete block wall would be constructed by the Division of Highways; and WHEREAS, such a wall is the only safe, effective and practical method by which the Division of Highways can meet its responsibility to screen the noise and other deleterious effects of the freeway; and -1- 4195 . . . WHEREAS, the DiviSion of Highways is now proposing that the City of Arcadia assume a substantial part of the cost of the concrete block wall; and WHEREAS, the proposal, which is inconsistent with all past assurances given to the City by the Division of Highways, has shocked this conununity. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ARCADIA that the State Division of Highways is hereby requested to proceed forthwith with the construction of a concrete block wall along the southerly side of the Foothill Freeway between Baldwin Avenue and Michillinda Boulevard in accordance with plans which have been submitted to the City and at no cost to the City.
