RESOLUTION NO. 4538
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA SUPPORTING H.R. 9801
J~QUIRING FEDERAL AGENCIES AND OFFICERS
TO ALLOW CONGRESSIONAL REVIEW OF PROPOSED
RULES AND REGULATIONS FOR THE ADMINISTRATION
OR IMPLEMENTATION OF ANY LAW OR PROGRAM OF
THE UNITED STATES
WHEREIIS, recent history indicates that FederaL agencies
and officers invested with the power and duty to administer a
particular law or program of the united States, have exercised
an overabundance of zeal and have adopted rules and regulations
having the force of law, which rules and regulations were so
onerous and burdensome as to create almost as great an evil as
the federal law or program was intended to alleviate; and
WHEREAS, Bill 9801 presently pending in the House of
~epresentatives would provide for any such proposed rules or
regulations to first be presented to Congress with a full
explanation therefor, giving to Congress the authority to
review such rules and regulations before they become effective
and to disapprove such rules or regulations which Congress
deemed improper; and
WHEREAS, the tide of bureaucracy must be checked to avoid
further delegation of the legislative function and Congressional
review of the virtual law-making powers of federal agencies is
an &bsolute necessity.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA
DOES RESOLVE AS FOLLOWS:

SECTION 1. That for the reasons stated above, the City
Council of the City of Arcadia does hereby support H.R. 9801
and requests its congressmen and all officials interested to
lend their support and necessary action to assure its passage.
SECTION 2. A copy of this Resolution shall be forwarded
to Senator Tunney, Senator Cranston, Congressman Rousselot, The
League of California Cities and National League of Cities.
SECTION 3. The City Clerk shall certify to the adoption
of this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Council of the City of Arcadia
held on the 16th day of

affirmative vote of at least three Council members, to wit:
