HomeMy WebLinkAbout4602 .u RESOLUTION NO. 4602 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA IN SUPPORT OF MODIFYING THE UNI- FORM SECONDARY TREATMENT ~QUIREMENT OF PL 92-500 WHEREAS, PL 92-500, the Federal Water Pollution Control Act, requires that all municipal wastewaters receive at least secondary treatment regardless of receiving water conditions; and WHEREAS, comprehensive scientific studies conducted by the Southern California Coastal Water Research project have shown that alternative treatment systems incorporating deep ocean outfall diffusers will result in environmental conditions as satisfactory and perhaps pre- ferable to those achieved after biological secondary treatment; and WHEREAS, the reduced capital and o~eration and maintenance costs associated with alternative treatment systems are projected to save the nation over $2 billion: and WHEREAS, the total costs of providing uniform secondary treat- ment and supplemental treatment for water quality-limited waters sub- stantially exceeds the funding levels anticipated by Congress; and WHEREAS, the Sanitation Districts of Los Angeles County are committed to having one-half of the projected 400 million gallons per day of unnecessary biological secondary treatment capacity under con- struction by 1978; NOW, THE~EFORE, BE IT RESOLVED AND DETERMINED by the City Council of the City of Arcadia' that the City of Arcadia, California, hereby urges Congress to: (1) Amend PL 92-500 to permit the Administrator, in the case of any publicly owned treatment works discharging to marine waters, -1- 4602 to authorize an alternative to secondary treatment upon a showing satisfactory to the Administrator that such alternative would result in an equal or preferable effect on the receiving waters at a lesser cost in money, or material resources, or both. (2) Adopt said amendment prior to the end of 1977 BE IT FURTHER RESOLVED that the' City Clerk shall certify to the adoption of this resolution.
