A RESOLUTION OF THE CITY COUNCIL' OF THE CITY OF ARCADIA MAKING
FINDINGS OF LOCAL CONDITIONS NECESSITATING THE CHANGES AND
MODIFICATIONS MADE BY THE ARCADIA MUNICIPAL CODE TO THE UNIFORM
BUILDING CODE 1973 EDITION, UNIFORM BUILDING CODE STANDARDS 1973
EDITION, UNIFORM MECHANICAL CODE 1973 EDITION, UNIFORM HOUSING
CODE 1973 EDITION, UNIFORM PLUMBING CODE 1973 EDITION, UNIFORM
ELECTRICAL CODE 1971 EDITION AND BY ADOPTING THE UNIFORM WIRING
CODE 1968 EDITION WITH MODIFICATIONS, AS SET FORTH IN CITY OF
ARCADIA ORDINANCE NO. 1593
BE IT RESOLVED AND DETERMINED BY THE ARCADIA CITY COUNCIL that we
hereby make the following findings of local conditions necessitating the
changes and modifications made by the Arcadia Municipal Code (hereinafter
referred to as the AMC) to the Uniform Building Code (hereinafter referred
to as UBC) 1973 Edition, UBC Standards 1973 Edition, Uniform Mechanical
Code 1973 Edition, Uniform Housing Code 1973 Edition, Uniform Plumbing
Code 1973 Edition, National Electrical Code 1971 Edition, and necessitat-
ing the adoption of the Uniform Wiring Code 1968 Edition with modifica-
tions, as set forth in Ordinance No. l593 of the City of Arcadia:
a) That there exists a local condition consisting of a hillside
area of varied geologic composition as well as an active fault trace
within the City of Arcadia necessitating grading regulations as set
forth in Article VIII, Chapter 6, Part 5 of the Arcadia Municipal Code
and necessitating deletion of Chapter 70 of the UBC by AMC 581l0.
b) That a greater thermal insulation is required by local
climatic conditions in order to provide for a healthy living environ-
ment and for a reduction in long term energy demands necessitating addi-
tion of S1316.1 and S1316.2 to Part III Chapter l3.1 of the UBC by
AMC 58130.20.
c) That there exist semi-arid local conditions requiring cool-
ing systems to meet specific criteria in order to provide for a healthy
living environment and reduction in long term energy demands, necessitat-
ing addition of S1316.3 to Part III, Chapter 13.1 of the UBC by AMC
SB130.20.
d) That there exist local soil conditions reqUJ.rlng specific
paving and preparation in order to provide for adequate driving sur-
faces for multiple family dwelling units, necessitating addition of

51318.1 to the UBC by AMC 58130.20.
e) That there exist local semi-arid and fire hazard conditions
and high rise buildings requiring more effective building fire protection
systems, necessitating: an amendment to UBC S3804(b) by AMC S8l30.23;
UBC S1807 by AMC S8130.30; UBCS3802(b) by AMC S8l30.32; UBC 5l3l0(a) by
AMC S8l30.34: UBC S1310 by AMC S8130.35; UBC 'S3802(b) by AMC S8130.36;
UBC S3802(b) by AMC S8130.37; and UBC S1602(a) by AMC 98130.7 (substan-
tive parts of which preexisted November 23, 1970 and were revised for
consistency December 2l, 1971); and addition of UBC S1907 by AMC
S8130.31.
f) That there exist substantially increased noise levels
throughout the City resulting from a freeway, railroad, regional shop-
ping center and Santa Anita race track, necessitating the following
changes and modifications which require the diminution of noise levels:
adding UBC Sl315.l by AMC ~$130.20 and adding UBC S1320 by AMC S8l30.20.
g) That there exist moderate to high elevations throughout the
City, varying degrees of drainage difficulty, and climatic conditions
and a greater need for protecting public sanitation and safety in
private swimming pools, necessitating the addition of G-ll, l2 and 13 to
Appendix G of the Uniform Plumbing Code by AMC S8230.8.
h) That there exist local semi-arid fire hazard conditions,
high rise buildings, varied geologic composition conditions, and an
active earthquake fault trace, requiring greater fire safety in eleva-
tors, necessitating amendment of UBC S3308 by AMC S8l30.26 (substantive,
parts of which preexisted November 23, 1970 and which were revrsed for
clarity and consistency on December 2l, 1971); and by adding Chapter 5l
to the UBC by AMC S8130.33.
i) That there exist local hillside areas and varied geologic
composition conditions, as well as an active fault trace, soil erosion,
semi-arid climate, occasional high wind conditions, fire hazard condi-
tions, and termite infested soils, requiring masonry and steel in lieu
of wood by amending UBC S23l0 by AMC S8130.10 (substantive parts of
which preexisted November 23, 1970, and which was revised for typo-
graphical clarification on December 2l, 1971) and by deletion of
Exception No.1 of subsection (b) of UBC 52907 by AMC S8l30.16. (This

deletion preexisted November 23, 1970 and was amended December 21, 1971
and April 2, 1974 for UBC number consistency.)
j. That there exist local semi-arid fire hazard conditions,
high rise buildings and an active earthquake fault trace, requiring en-
hanced electrical safety and building foundation safety which necessita-
ted: an amendment to UBC 5304(d) by AMC 58130.6 (substantive parts of
which preexisted November 23, 1970 and which were revised for clarity
December 21, 1971), an amendment to Table No. 5-C of the UBC by AMC
58130.13 (substantive part of which preexisted November 23, 1970 and
which was revised April 2, 1974 only to change reference to UBC edition);
adding 51.0 to the Uniform Plumbing Code by AMC 58230; adding 51.7 and
Sl.8 to the Uniform Plumbing Code by AMC S8230.2; AMC 58310; adopting the
1968 Edition of the Uniform Wiring Code and 1971 Edition of the National
Electrical Code; AMC 58330 requiring metal raceways in lieu of the re-
quirements of the National Electrical Code and Uniform Wiring Code;
deleting Article III and 5s 30.1 through 30.8 of the Uniform Wiring
Code by AMC S8330.1; deleting Ss 70.4, 110.4 and 350.1 of the Uniform
Wiring Code by AMC i8330.2 (substantive parts of which preexisted
November 23, 1970 and were revised for clarity and consistency Decem~
ber 21, 1971); amending 510.l of the Uniform Wiring Code by AMC
S8330.3 (substantive parts of which preexisted November 23, 1970 and
which were revised for clarity and consistency only on December 21,
1971); adding Article III to the Uniform Wiring Code by AMC 58330.4,
and adding UBC S1312.4 by AMC 58130.20.
k) That there exist geologic composition conditions as well
as an active fault trace requiring sheet vinyl on bathroom floors
under carpeting, necessitating the amendment of UBC 51312 by AMC
58130.20 (substantive parts of which preexisted November 23, 1970 and
which was revised for consistency).
BE IT FURTHER RESOLVED that the City Clerk shall certify to
the adoption of this Resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted at
a regular meeting of the City Council of the City of Arcadia held on

the 3rd day of May, 1977, by the affirmative vote of at least three
Councilmen, to wit:
