HomeMy WebLinkAbout4630 RESOLUTION NO. 4630 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA ESTABLISHING COMPENSATION FOR VARIOUS POSITIONS IN THE CITY El~LOY FOR THE FISCAL YEAR 1977-78 AND ESTAB- LISHING COMPENSATION FOR CERTAIN POSITIONS FOR THE FISCAL YEAR 1978-79 THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Effective July 3, the following classifications shall be Maintenance Man Public Works Foreman Equipment Operator Pumping Plant Operator Water Foreman Store Keeper 1977, the salary schedule for improved by 4%: General Repairman Sweeper Operator Traffic Painter Service Man Pump Mechanic Equipment Mechanic SECTION 2. Effective July 3, 1977, the salary schedule for the following classifications shall be improved by 5%: Assistant Civil Engineer Property Maintenance Inspector Assistant Planner Water Service Representative Building Inspector Tree Trimmer Backflow Inspector Equipment Serviceman. Engineering Draftsman Building Maintenance:Man Senior Librarian Custodian , Librarian Sr. Citizens Coordinator Deputy Treasurer Steno Clerk Account Clerk Cashier-Account Clerk Deputy City Clerk Library Tech. II Secretary PBX Receptionist Library Tech. III Typist Clerk II Senior Steno Clerk Library Tech. I Typist Clerk III Typist Clerk SECTION 3. Effective July 3, 1977, the rates of compensation for the management classifications as set forth in Attachment A to this resolution, which is attached hereto and by this reference incor- porated herein, shall be implemented. SECTION 4. Effective July 3, the following classifications shall be Fire Captain Fire Engineer Firefighter-Paramedic -1- 1977, the salary improved by 5%: Firefighter Dispatcher schedule for 4630 SECTION 5. Effective July the fOllowing classifications shall Police Lieutenant Police Sergeant Police Agent SECTION 6. Effective July 3, 1977, for the classifications listed in Sections l, 2, 3 and 4 of this resolution, the City shall provide as deferred compensation a set dollar amount to be paid to- ward the employee's contribution to the Public Employee's Retirement System. The dollar amount to be paid as deferred compensation for the 1977-78 fiscal year shall be an amount equal to 2% of the July 3, \ 1977 Salary Schedule rate for each employee. In the event this method of deferred compensation is declared illegal by a court of competent jurisdiction or by the Internal Revenue Service or by the administra- tors of the Public Employee's Retirement System, the City agrees to improve the Salary Schedule effective 7/3/77 by 2,% in lieu of such deferred compensation plan. SECTION 7. Effective July 2, 1978, the Salary Schedule for the classifications listed in Section 1 of this resolution shall be 3, 1977, the salary be improved by 5%: schedule for Policeman Police Clerk improved by 4%. SECTION 8. In the event the Consumer Price Index for the period of May 1977 to May 1978 exceeds an 8% annual inflation rate, the City shall improve the salary schedule effective July 3! 1977 for the classifications listed in Section 1 and Section 4 of this resolu- tion by an amount equal to the difference between the higher rate and -8% up to a maximum additional increase of 2%. Such adjustment shall be effective July 2, 1978. SECTION 9. Effective July 2, 1978, for the classifications listed in Section land 4 of this resolution, City shall change its deferred compensation plan by increasing the set dollar amount to be paid toward the employee's contribution to the Public Employee's Re- tirement System to a dollar amount equal to 4% of the July 2, 1978 Salary Schedule for each employee. Said dollar amount shall be fixed and shall not automatically increase due to future salary adjustments. In the event this method of deferred compensation is declared illegal by a court of competent jurisdiction or by the Internal Revenue Ser- vice or by the administrators of the Public Employee's Retirement -2- 4630 System, the City agrees to improve 1978-79 Salary Schedule by 2% on July 2, 1978 in lieu of such deferred compensation plan. SECTION 10. Effective July 1, 1977, for the classifications listed in Sections 1, 2, 3, 4 and 5 of this resolution, the City shall pay the increased health insurance and life insurance cost for employee only coverage up to a maximum total monthly payment of $30.65 per employee. SECTION ll. Effective July 1, 1977, for the classifications listed in Sections l, 2, 3, 4, and 5 of this resolution, the City shall pay a maximum total payment of $5.50 per month per employee for the employee only coverage portion of the dental insurance plan provided by the City. SECTION 12. The City shall pay the employee only health in- surance premium cost up to $35.00 per month for those employees speci- fied in Section 4 of this resolution who retire on or after July 1, 1977. Such payment shall cease by the employee's 65th birthday. SECTION l3. In accordance with the Arcadia City Charter and Personnel Rules and Regulations, the City Council of the City of Arcadia recommends that the Personnel Board at its next regular meeting recommend the amendment of the Personnel Rules and Regulations to include: A. For the classifications listed in Sections l, 2 and 3 of this resolution, the accumulation of vacation with pay at the rate of 0.84 of a working day per month for a total 10 working days per year during the first five years of employment; at the rate of 1.25 working days per month for a total of 15 working days per year between the employee's fifth and tenth anniversary date; at the rate of 1.42 working days per month for a total of 17 working days per year between the employee's tenth and fifteenth anniversary date; at the rate of 1.50 working days per month for a total of 18 working days per year after sixteen years of service; at the rate of l.S8 working days per month for a total of 19 working days per year after seventeen years of service and at the rate of 1.67 working days per month for a total of 20 working days per year after eighteen years of service. Accumulated vacation shall be granted at the discretion of the appoint- ing power. Upon termination, vacation used shall be prorated against vacation earned. -3- 4630 B. The modification of the probationary period for classi- fications listed in Sections land 2 of this resolution to provide (l) that all eligible candidates appointed to a position from an open competitive examination and who are not currently employed in a perman- ent position shall be on probation for twelve months before attaining permanent status; and (2) that eligible candidates appointed from a promotional list shall be on probation for six months before attaining permanent status. C. The modification of the probationary period for classi- fications listed in Section 4 of this resolution to provide (l) that all eligible candidates appointed to a position from an open competitive examination and who are not currently employed in a permanent position shall be on probation for eighteen months before attaining permanent status; and (2) that eligible candidates appointed from a promotional list shall be on probation for twelve months before attaining permanent status. D. For the classifications listed in Sections l, 2 and 4 of this resolution, the implementation of employee complaints and grievance procedure agreed to in the meet and confer process between the City of Arcadia and its employee groups. SECTION 14. The City Clerk shall certify to the adoption of this resolution.
