HomeMy WebLinkAbout4636 RESOLUTION NO. 4636 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION WITH THE DE- PARTMENT OF TRANSPORTATION, UNITED STATES OF AMERICA, FOR A GRANT UNDER THE URBAN MASS TRANSPORTATION ACT OF 1964, AS AMENDED FOR REIMBURSEMENT TO THE CITY OF ARCADIA OF UP TO 50% OF THE ELIGIBLE DIAL-A-RIDE SERVICES OPERA- TING COSTS INCURRED DURING FISCAL YEAR 1976-1977 AND FOR AN 80% SUBSIDY FOR PURCHASE OF A TRANSIT VAN EQUIPPED WITH A WHEEL CHAIR LIFT WHEREAS, the Secretary of Transportation is authorized to make grants for mass transportation projects; WHEREAS, the contract for financial assistance will im- pose certain obligations upon the applicant, including the pro- vision by it of the local share of project costs; WHEREAS, it is required by the U. S. Department of Trans- portation in accord with the provisions of Title VI of the Civil Rights Act of 1964, that in connection with the filing of an application for assistance under the Urban Mass Transportation Act of 1964, as Amended, the applicant give an assurance that it will comply with Title VI of the Civil Rights Act of 1964 and the U. S. Department of Transportation requirements thereunder; and WHEREAS, it is the goal of the City of Arcadia that minority business enterprise be utilized to the fullest extent possible in connection with this project, and that definitive procedures shall be established and administered to ensure that minority businesses shall have the maximum feasible opportunity to compete for contracts when procuring construction contracts, supplies, equipment contracts, or consultant and other services; WHEREAS, a public hearing was held before the City Council of the City of Arcadia on August 2, 1977 for the purpose of considering the projects described herein, and their social, en- vironmental)and economic impact, at which time all interested persons were given an opportunity to be heard. -l- 4636 NOW, THEREFORE, BE IT RESOLVED AND DETERMINED by the City Council of the City of Arcadia as follows: l. That the City Manager is authorized to execute and file an application on behalf of the City of Arcadia, California, with the U. S. Department of Transportation, to aid in the financing of up to 50% of the eligible CitY,of Arcadia Dial- A-Ride Services Operating Costs incurred during fiscal year 1976-l977 and for an 80% subsidy for purchase of a transit van equipped with a wheel chair lift. 2. That the City Manager is authorized to execute and file with such application an assurance or any other document required by the U. S. Department of Transportation effectuating the purposes of Title VI of the Civil Rights Act of 1964. 3. That City Manager Lyman H. Cozad is authorized to furnish such additional information as the U. S. Department of Transporta- tion may require in connection with the application or the project. 4. That the City Manager is authorized to set forth and execute affirmative minority business policies in connection with the projects' procurement needs. 5. That we hereby find that neither of the two projects described herein will have an adverse social, environmental or economic impact. 6. That no persons, businesses or families will be displaced by either of the two projects described herein. 7. That the City of Arcadia, California Dial-A-Ride transportation system conforms with Regional Transportation Planning and Land Use as set forth by Southern California Association of Governments (SCAG). -2- 4636 BE IT FURTHER RESOLVED that the City Clerk shall certify to the adoption of this Resolution. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Council of the City of Arcadia held on the 2nd day of August, 1977, by the affirmative vote of at least three Council members, to wit: AYES: Council Members Gilb, Margett and Saelid NOgS: None ABSENT: Council Member.
