RESOLUTION NO. 4789
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA REQUESTING THAT THE LOS ANGELES COUNTY
LOCAL AGENCY FORMATION COMMISSION DENY THE CITY
OF EL MONTE'S REQUEST FOR APPROVAL OF A DETACH-
MENT FROM ARCADIA AND ANNEXATION TO THE CITY OF
EL MONTE KNOWN AS MUNJCIPAL REORGANIZATION NUMBERS
368 AND 369
WHEREAS, the City of El Monte has filed an application with
the Los Angeles County Local Agency Formation Commission (LAFCO)
for detachment from Arcadia and annexation of approximately 310.41
acres of property now in the City of Arcadia, pursuant to an un-
intentional temporary loophole in MORGA due to be closed January 1,
1979, by AB2l37; and
WHEREAS, the City of Arcadia annexed this area 17 years ago
when the property was undeveloped; and
WHEREAS, the City of Arcadia has adopted a General Plan designa-
tion of industrial for this area; and
WHEREAS, the City of Arcadia developed water wells and a pump-
ing plant with an estimated value of approximately $600,000 located
on a 32,234.4 square foot parcel which may be rendered taxable by
the City of El Monte pursuant to Article XIII Section 11 of the State
Constitution, should such reorganization take place; and
WHEREAS, the City of Arcadia in cooperation with the Los Angeles
County Flood Control District, exchanged the water area west of
Peck Road with Los Angeles County Flood Control District for a
smaller parcel of property for the County to use as a spreading basin
and for recreational use; and
WHEREAS, the City of Arcadia sold bonds in excess of $450,000
in 1972 to finance public improvements for the area; and
WHEREAS, the City of Arcadia has undertaken an involved program
to assist the property owners in resolving problems associated with
clearing the title of the property in the area; and
WHEREAS, the City of Arcadia has issued building permits and
conditional use permits for businesses in this area; and

WHEREAS, the City of Arcadia Water Division services the area;
and
WHEREAS, the City of El Monte has proposed annexing this area
without adequate consideration of a general plan designation by the
City of El Monte and without preparation of an environmental impact
report,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA RESOLVES
AS FOLLOWS:
Section 1. The City Council recommends that LAFCO deny, and
hereby formally protests the proposed detachments from the City of
Arcadia and annexations to the City of El Monte known as Municipal
Reorganizations 368 and 369.
Section 2. Should LAFCO authorize a protest hearing on Municipal
Reorganizations 368 and 369, the City Council requests LAFCO to des-
ignate the City of Arcadia as a City affected by the proposed Re-
organization and appoint the City of Arcadia as the conducting authority
with regard to hearings for such proposed reorganizations.
Section 3. That the Clerk of the Council shall certify to the
adoption of this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted at
a regular meeting of the City Council of the City of Arcadia held on
the 7th day of November, 1978, by the affirmative vote of at least
three Councilmen, to wit:
