HomeMy WebLinkAbout4829 RESOLUTION NO. 4829 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA URGING THE STATE AND FEDERAL GOVERNMENTS TO MODIFY THE RULES AND REGULA- TIONS RELATING TO THE PRODUCTION AND ALLOCATION OF GASOLINE WHEREAS, the current gas allocation system has caused the closure of many service stations, thereby increasing lines at those stations that are able to remain open; and WHEREAS, because of the current allocation system, some areas of California have more gasoline than they can sell while other areas continue to experience severe shortages; and WHEREAS, because California has grown out, not up, resulting in people being spread out over greater distances, the auto is a commuting necessity, and will remain so in spite of efforts to expand public-transit systems; and WHEREAS, local governments in California are required at a substantial cost to enforce gas regulations, yet have no real authority or means to alleviate the problem; and WHEREAS, the gas shortage in many areas of California is now reaching crisis proportions, evidenced by the growing number of confrontations between motorists and station operators, as well as between motorists themselves; and WHEREAS, California continues to be the only state having daily gasoline shortages even though it is one of the largest gas producing states; and -1- WHEREAS, California has 10% of the nation's population and 10% of the nation's registered vehicles, but uses slightly less than 10% of the nation's fuel and ranks 37th in the nation in the use of gas per vehicle; and WHEREAS, California has led the nation in driving smaller, fuel-efficient cars; and WHEREAS, California has long led the country in trying to improve air quality, and that effort has carried a small fuel penalty and a high cost; and WHEREAS, Governor Brown's odd-even program has not alleviated the problem, but in fact the gas lines have grown longer since implementation of the program; and WHEREAS, the increasingly long lines are imposing an enormous burden on adjacent residential areas, evidenced by all-night parking of unoccupied vehicles, increased traffic volumes, blocking of driveways, and increased congestion in residential neighborhoods, which results in residents being denied the use and enjoyment of their full property rights: NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arcadia strongly urges the State and Federal governments to modify the rules and regulations relating to the production and allocation of gasoline so that California does not continue to bear the entire burden of the current gasoline shortage. BE IT FURTHER RESOLVED that such rules and regulations should provide for a more equitable allocation to those states and areas within states that have the greatest need, thereby redUCing the current gas-line phenomena. -2- I HEREBY CERTIFY that the foregoing resolution was adopted at an adjourned regular meeting of the City Council of the City of Arcadia held on the 16th day of May, 1979 by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen Parry, Pellegrino, Saelid and Margett NOES: None ABSENT: councilman Gilb SIGNED AND APPROVED this l6th day of May , 1979 ATTEST: -3- 4B29
