A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA MAKING FINDINGS OF FACT AND APPROVING THE
PROPOSED CONSTRUCTION PROJECT FOR THE METHODIST
HOSPITAL OF SOUTHERN CALIFORNIA AT 300 I-reST
HUNTINGTON DRIVE
WHEREAS, on March 6, 1979, a request was filed by Richard A.
Hachten, II on behalf of the Methodist Hospital of Southern California
for a construction project for a three story plus basement addition
to the main hospital building, a four level parking structure in-
cluding the relocation of the heliport, and remodeling/modernizing
portions of the existing main hospital building, located at 300
West Huntington Drive, Arcadia;
WHEREAS, a public hearing was held on July 3, 1979, at which
time all interested persons were given full opportunity to be heard
and to present evidence;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA HEREBY
RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning
Department in the staff report and EIR is true and correct.
Section 2. This Council finds that:
1. The approval of this project as hereinafter provided will
not be detrimental to the public health or welfare or injurious to
the property or improvements in such zone or vicinity.
2. The site abuts streets adequate in width and pavement
type to carry the kind of traffic generated by the proposed projects.
3. The granting of such approval will not adversely affect
the General Plan.
4. The environmental impact report identified the removal
and destruction of existing landscaped areas as being a significant
effect. Such effect will be mitigated by the following:
a. Construction vehicles and personnel 'should utilize care
so as not to destroy vegetation that does not require removal
for project construction.

b. Areas around the new wing and parking structure should
be replanted as soon as possible to maintain the pleasant visual
qualities of the existing grounds.
5. The environmental impact report identified the subject
site as being located in a seismically active area. The following
measures which would serve to mitigate geologic impacts are incor-
porated into the existing project plan.
a. A geologic investigation including a foundations analysis
and detailed soils survey will be conducted by qualified per-
sonnel and submitted to: Department of General Services, State
Fire Marshall, Department of Health, and the City of Arcadia.
b. All state and local regulations pertinent to structural
integrity and safety of design and construction will be rigidly
adhered to.
c. Construction foremen and/or supervisors will assure that
actual construction procedures conform to the plans submitted
to and approved by the agencies mentioned above.
6. The environmental impact report identified dust raised
during construct-ion phase as a significant effect on air quality.
Such effect will be mitigated by the following:
a. Require watering to control dust in construction areas,
especially during morning hours and during high winds.
b. Require all dirt loads leaving the site to be well
watered after loading.
c. Restrict vehicle speed within the construction site to
a maximum of 10 mph.
7. The proposed project does not increase the number of
hospital beds but is intended to rectify existing deficiencies and
to improve the quality of the health care provided.
B. Based on the findings of fact in this resolution, the
project alternatives identified in the environmental impact report
are not considered to be economically or socially feasible with the
objective of providing quality health care and services.
Section 3. That for the foregoing reasons, the City Council
grants approval of the proposed project subject to the following
conditions:

1. The property shall be improved and maintained in sub-
stantial accordance with the plans on file with the Planning
Department.
2. Elevations of the proposed building and parking struc-
ture shall be submitted to and subject to the approval of the City
Council.
Section 4. The City Clerk shall certify to the adoption of
this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted at
a regular , meeting of the City Council of the City of Arcadia held
on the 3rd day of July, 1979, by the affirmative vote of at least
three Councilmen, to wit:
