SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH
DOUG MARTIN CONTRACTING, INC. FOR THE 2011-12 SLURRY
SEAL PROJECT IN THE AMOUNT OF $357,283.
Recommendation: Approve
SUMMARY
As part of the City's annual Street Maintenance Program, the Public Works Services
Department is preparing to slurry seal various residential streets throughout the City. It
is recommended that the City Council award a contract with Doug Martin Contracting,
Inc., for the 2011-12 Slurry Seal Project, in the amount of $357,283.
DISCUSSION
The Public Works Services Department (PWSD) is responsible for the maintenance and
repair of approximately 147 miles of pavement within the City. In 1999, as part of the
Pavement Management Program, staff prioritized the condition of all City streets and
updated the eight (8) year slurry seal program to efficiently prolong the life of City
streets through scheduled maintenance related to safety, drainage, and affects of
weather on the pavement surface. The 2011-12 Slurry Seal Project will address
approximately 12.3 miles of residential streets located south of Huntington Drive and
east of Santa Anita Ave. as shown on the attached map (Exhibit A).
Streets are slurry sealed every eight (8) years to address certain maintenance needs
and to extend the overall service life of the pavement. The slurry sealing process
includes prioritization and repair of failed pavement areas, replacement of displaced or
damaged curbs and gutters, weed killing, filling cracks in the pavement surface, and the
application of emulsified asphalt and sand (slurry). This process protects the structural
pavement surface from weather and wear, restores skid resistance, and provides
aesthetic appeal.

RECOMMENDATIONS
1. Award a contract to Doug Martin Contracting, Inc. for the 2011-12 Slurry
Seal Project in the amount of$357,283.
2. Waive any informality in the bid or bidding process.
3. Authorize the City Manager and City Clerk to execute a contract in a form
approved by the City Attorney.
