WATERPROOFING, INC. FOR THE BALDWIN RESERVOIR 2 & 3
REPAIR PROJECT AS COMPLETE AND AUTHORIZE THE FINAL
PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT
DOCUMENTS

SUMMARY
On December 6, 2011, the City Council awarded a contract to Ace Restoration and
Waterproofing, Inc. in the amount of $768,512 for the Baldwin Reservoir 2 & 3 Repair
Project which included a (5%) contingency. The terms and conditions of this project
have been complied with and the work has been performed to satisfaction for a total
project cost of $776,327.14. This amount reflects the original contract amount of
$768,512 plus five (5) contract change orders totaling $7,815.14, or 1% above the
original contract amount.
It is recommended that the City Council accept all work performed by Ace Restoration
and Waterproofing, Inc. as complete and authorize the final payment to be made in
accordance with the contract documents, subject to retention of$77,632.71.
DISCUSSION
The Public Works Services Department manages the municipal water system for the
City of Arcadia. As a part of the water system there are seventeen (17) water storage
reservoirs which hold the City's 44 million gallon reserve water supply. The Baldwin
Reservoir Facility was built in 1962 and 1966 and consists of two (2) partially buried
rectangular concrete reservoirs that hold a combined capacity of 9.3 million gallons, or
22.8% of the City's total water supply storage. The Baldwin Reservoir Facility is a vital
link in the City's water supply system by providing the main water supply for the west
side of the City (Zone 2) between Colorado Boulevard and Duarte Road.

Seismic inspections are periodically conducted on all City reservoirs to monitor their
condition. In 2002 Dive/Corr Inc., an underwater dive consultant who specializes in
inspections of water reservoirs, conducted a routine visual inspection for the Baldwin
Reservoirs. This inspection revealed cracking in the columns supporting the concrete
roof as well as broken concrete around the connection points of the roof to the walls.
The cracking that was identified most likely occurred as a result of the Northridge
earthquake in 1994.
On October 19, 2010, City Council authorized the City Manager to enter into a
Professional Services Agreement with Civiltec Engineering, Inc. for structural
engineering analysis, technical support, and plans and specifications for the Baldwin
Reservoir Facility. Subsequently, on December 6, 2011, City Council awarded a
contract for the Baldwin Reservoir 2 & 3 Repair Project to Ace Restoration and
Waterproofing, Inc. in the amount of $768,512 that also included a 5% contingency,
totaling $806,938.
Work on the Baldwin Reservoir 2 & 3 Repair Project consisted of carbon fiber
reinforcement of interior columns, concrete repair of roof beams, installation of shear
anchors to stabilize the concrete roof, repair of damaged concrete shear keys, the
removal and replacement of deteriorated stainless steel railings, and miscellaneous
metalwork. Work was completed in accordance with contract documents.
Since the project design and work scope were prepared by reviewing as-built drawings
and divers photographs, while the reservoirs remained in service, modifications to the
work scope during construction were required to address actual field conditions. The
Contractor, Engineer, and Project Staff worked throughout the project to identify areas
for cost savings and areas requiring additional attention. As a result, several change
orders were made to the original contract. Some of the change orders reflect a savings
and some reflect a cost increase to the project. The following summary reflects these
changes:

It is recommended that the City Council accept all work performed by Ace Restoration

accordance with the contract documents subject to retention of $77,632.71. This
amount reflects the original contract amount of $768,512 plus five (5) contract change
orders totaling $7,815.14, or 1% above the original contract amount, for a total contract
amount of$776,327.14.
ENVIRONMENTAL IMPACT
This project consists of minor alteration of an existing public utility system with no
expansion of the system and therefore qualifies as a Class 1 categorical exemption per
Section 15301(b) of the California Environmental Quality Act. Since this project is
partially funded through an EPA grant, a Finding of No Significant Impact (FONSI) was
also filed and approved for this project.
FISCAL IMPACT
Funds in the amount of $938,000 have been budgeted as a part of the FY 2009-10
Capital Improvement Program for the Baldwin Reservoir 2 & 3 Repair Project. In
addition, grant funding from the US Environmental Protection Agency (EPA) in the
amount of $242,500 has been authorized for reimbursement of this project and will be
repaid to the Water Fund upon receipt.
RECOMMENDATION
1. Accept all work performed by Ace Restoration and Waterproofing, Inc. for
the Baldwin Reservoir 2 & 3 Repair project as complete.
2. Authorize final payment to be made in accordance with the contract
documents, subject to retention of$77,632.71.
