SUMMARY
An appeal of the Planning Commission decision on May 22, 2012, to deny an
appeal of the Santa Anita Oaks Homeowners' Association's Architectural Review
Board denial of a proposed new residence for 1101 San Carlos Road was filed
on May 23, 2012. A copy of the appeal letter is attached. According to the
procedures proscribed by the Arcadia Municipal Code, the City Council is to set
the date for the public hearing of the appeal.
The Development Services Department is recommending that the public hearing
be scheduled for the June 19, 2012, City Council meeting.
DISCUSSION
Mr. Robert Tong was commissioned by the property owner, Mr. Joseph
Baghdadlian to design a new home at 1101 San Carlos Road. As part of that
process, Mr. Tong applied for architectural review to the Architectural Review
Board (ARB) of the Santa Anita Oaks Homeowners' Association (HOA). The
ARB held a noticed public hearing on the proposed design on April 19, 2012, and
voted to deny the proposed design.

On April 25, 2012, Mr. Tong filed an appeal of the ARB decision to the Planning
Commission. The Commission held a noticed public hearing on the proposed
design at its May 22, 2012, meeting, and voted 3-1 with one Commissioner
absent to deny the appeal and uphold the ARB decision.
On May 23, 2012, Mr. Tong filed an appeal of the Planning Commission decision.
According to the provisions of the Arcadia Municipal Code and City Council
Resolution No. 6770, the public hearing on this appeal is to be scheduled by the
City Council at its next regular meeting following the filing of the appeal. The
hearing on the appeal is to be held not less than 10 calendar days nor more than
40 calendar days from the date of filing.
RECOMMENDATION
The Development Services Department recommends that the public hearing be
scheduled for the June 19, 2012 City Council meeting.

Dear Mr. Jim Kasama,
I am writing this letter to appeal the Arcadia Planning Commission's decision for denial
of the appeal to the Santa Anita Oaks Homeowner's Association architectural design
review of 1101 San Carlos Road,Arcadia, CA. I do not agree with the Planning
Commission's decision. This proposed single family residence is designed based on both
the Arcadia design guidelines for a single family residence and Resolution No. 6770
which was approved and adopted by the City. In fact, this proposed residence is
significantly smaller in size than the maximum allowed per City code requirement.
