Recommendation: Approve Grant of$2,500
SUMMARY
The San Gabriel Valley Housing and Homeless Coordinating Council (HHCC) provides
collaborative and organizational support services throughout the San Gabriel Valley to
address issues of homelessness. The City of Arcadia has been involved in the activities of the
HHCC through support of initiatives of the San Gabriel Valley Council of Governments (COG).
The HHCC has provided a letter requesting a grant of $2,500 to help support their mission for
the next fiscal year. The purpose of this report is to present this request for a formal City
Council action.
BACKGROUND
In 2010, the City of Arcadia was one of many cities in the COG that supported the Regional
Homeless Strategy. Since that time, the HHCC has worked to develop participation in four
sub-regional clusters to build community support for projects in the area. The HHCC also
assisted in the LA County homeless count that was conducted recently and is working toward
the development of projects that add dwelling units, create support services, build networking
opportunities, and coordinate funding sources to provide needed housing and reduce
homelessness. The attached letter by Executive Director, Scott Chamberlain, outlines the
recent accomplishments of the HHCC and requests funding to enable the HHCC to continue
operations in the upcoming fiscal year.
DISCUSSION
Homelessness and inadequate housing and support services are issues that occur across the
San Gabriel Valley, including Arcadia. Furthermore, the best tool that the City of Arcadia had
to provide needed housing (Affordable Housing Set-Aside monies through Redevelopment)
has been eliminated by the State of California. Given this, the regional services and

coordination provided by the HHCC are a needed resource in the region and their efforts over
the past two years have been impressive.
The HHCC has stated that the funding they require for the next fiscal year from San Gabriel
Valley cities is $35,000. They have asked the City of Arcadia, along with other cities in the
COG, for a specific grant of $2,500 to continue to support their collaborative, regional efforts
to address the problems of inadequate housing and homelessness. The $35,000 requested
from San Gabriel Valley cities represents 25% of the overall budget of $140,000 and is
requested both for financial assistance and for symbolic support of the regional mission of the
organization.
FISCAL IMPACT
If the grant is approved, the HHCC has requested that the payment be made by June 30. The
requested $2,500 would be taken from the Planning Division operating budget. Funds are
available in the Fiscal Year 2011-2012 Budget to cover this expense.
RECOMMENDATION
Approve a grant of $2,500 to the San Gabriel Valley Housing & Homeless Coordinating
Council.

Dear Council Member Amundson,
Thank you for the work you do to make Arcadia a thriving community. I wanted to follow up with you
concerning the request for support that was made at the SGV COG meeting on Thursday,January 19`h and
March 15th as well as at the Strategic Planning Day,January 28t. I appreciate your city's support for the
Regional Homeless Strategy that was approved at the COG level in 2010. This initiative was the result of two
years of needs assessment and strategic planning to provide a comprehensive approach to prevent and end
homelessness in the SGV for our neighbors! Over the past 18 months we have:
• Developed active participation in each of the four sub regional cluster groups to build community
support for future development projects,representing over 60 agencies and faith-based groups with
thousands of SGV residents and clients.
• Identified projects that increase unit capacity in the SGV by approximately 177 that are in
development, and lining up additional stakeholders to submit projects in 2011-12,representing 2_8
million dollars of targeted funds to the SGV.
• Assisted in the LAHSA Homeless Count and conducted a service gap assessment to facilitate better
networking to existing access centers and County systems.
• Developed and maintained,in collaboration with the SGV COG, a housing pipeline tracking
document that will assist in advocating for the development of special needs affordable housing with
set aside units for homeless individuals and families.
• Created an overall culture of action to build capacity through community organizing and education
through our City Council Mixer and Permanent Supportive Housing site tour.
The HHCC is leading/facilitating the needed capacity building as well as providing the structure,
forum, and dedicated effort required for us to coordinate and maximize efforts and resources. I am writing
you to advocate for Arcadia to financially support the SGV HHCC and help us to fulfill our mission and
purpose.The County of Los Angeles has contributed 100%of the funding for the past 18 months,and we
desperately need the SGV Cities to support this effort for us to be successful as we move forward.Without
your support,the SGV HHCC will not be sustained, and the SGV will have lost a locally driven advocate
that respects local control and facilitates collaboration and leveraging of needed resources for our region. The
funding required from the SGV cities for HHCC to continue operations for this next fiscal year is only
$35,000. I am requesting that you support HHCC financially with a minimal grant of$2,500 by June 30`h. If
you need a formal invoice for the disbursement of the funds,please let me know. If needed,I would be glad
to talk with you further about this,or appear at your City Council meeting and answer any questions you may

• 2011-12 SGV HHCC Funding Update: To date, 4 cities have donated 7,500 and 6 verbally committed
$15,000 to support HHCC,totaling $22,500. 5 have declined to support this year. This was part of the
COG strategic goal to support the organization at a level of$2,500 as a symbolic partnership with the
Regional Homeless Strategy. SD5 has committed an additional $10,000, with SD1 & SD4 in process of
committing the same amount. Private foundations grant proposals are being submitted to sustain HHCC
long term. The Coordinating Council is also having discussions with the SGV Consortium for possible
consolidation of services in order to achieve maximum organizational effectiveness.
• HUD SuperNOFA; United Way Home for Good; ESG Funding: The SGV HHCC is working to line
up organizations and Housing Authorities to submit for LAHSA's SuperNOFA application for S+C
vouchers/housing subsidies. United Way also released a funding collaborative RFP, with a variety of
programs and funding criteria. Additional ESG funding is being released to support PSH models in the
local community.
• LaPaz-Peacemaking and Justice Summit: April 20-21, 2012: LaPaz Summit will gather together
church and community leaders across the San Gabriel Valley in common purpose on Peace and Justice
issues. This event will provide networking opportunities under leadership learning tracks that will
include transformational leadership, humanity and justice, community development, and community
