RESOLUTION NO. 4960
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA MAKING FINDINGS OF FACT AND APPROVING
CONDITIONAL USE PERMIT 81-1 TO ADD A DRIVE-THROUGH
FACILITY AND EXPAND THE FREEZER AREA OF THE
MC DONALD'S EATING ESTABLISHMENT LOCATED AT 143
EAST FOOTHILL BOULEVARD.
WHEREAS, on January 9, 1981 an application was filed by Steve
Frohling to add a drive-through facility to, and expand the freezer area
of the existing Me Donald's eating establishment, Planning Department
Case No. C.U.P. 81-1, on the property commonly known as 143 East Foothill
Boulevard, more particularly described as follows,
The south 235 feet of the east 200 feet of Lot 4 in Block
90 of Santa Anita Tract, as per Map recorded in Book 34,
Pages 41 and 42 of Miscellaneous Records in the office of
the Los Angeles County Recorder, except the west 65 feet
thereof.
WHEREAS, a public hearing was held on April 21, 1981, at which
time all interested persons were given full opportunity to be heard and
to present evidence and the applicant has submitted a Revised Plan B
approved by the Planning Commission;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA HEREBY
RESOLVE, FIND AND DETERMINE AS FOLLOWS,
SECTION l. That the factual data submitted by the Planning
Department in all Staff reports is true and correct.
SECTION 2. That we hereby make the following findings of fact:
1. That the granting of such Conditional Use Permit will not
be detrimental to the public health or welfare or injurious to the property
or improvements in such zone or vicinity.
2. That the use applied for at the location indicated is properly
one for which a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and
shape to accommodate said use, and all yards, spaces, walls, fences, park-
ing, loading, landscaping, and other features required to adjust said use
with the land and uses in the neighborhood.

4. That the site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the proposed
use.
5. That the granting of such Conditional Use Permit will not
adversely affect the comprehensive general plan.
SECTION 3. That said Conditional Use Permit is approved in
accordance with "Revised Plan B" on file with the Planning Department
subject to the following conditions:
1. That the roofing and exterior building materials for the pro-
posed additions be consistent with the existing building and be subject
to the review and approval of the Planning Department.
2. That all mechanical equipment shall be screened from view;
said screening shall be subject to the review and approval of the Planning
Department.
3. Directional signs shall be subject to the review and approval
of the Planning Department.
SECTION 4. That a modification is hereby granted to allow an
additional 20+ square feet per face to the existing free standing sign.
SECTION 5. That the Clerk of the Council shall certify to the
adoption of this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted at a
regular meeting of the City Council of the City of Arcadia held on the
19th day of May, 1981, by the affirmative vote of at least three
Councilmen, to wit,
