RESOLUTION NO. 5604
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, PROCLAIMING EXISTENCE OF A
LOCAL EMERGENCY AND REQUESTING GOVERNOR TO
PROCLAIM A STATE OF EMERGENCY AND REQUEST FEDERAL
AID AND ASSISTANCE
WHEREAS, Ordinance No. 1432 of the City of Arcadia empowers
the Director of Emergency Services to prOClaim the existence or
threatened existence of a local emergency when said city is
affected or likely to be affected by a public calamity; and
WHEREAS, the city Council has been requested by the Director
of Emergency Services of said city to prOClaim the existence of a
local emergency t:herein; and
WHEREAS, said Council does hereby find:
That conditions of extreme peril to the safety of persons and
property have arisen within said city, caused by earthquake; and
That the aforesaid conditions of extreme peril warrant and
necessitate the proclamation of the existence of a local emergency.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AS FOLLOWS:
SECTION 1. That a local emergency now exists throughout said
city; and
SECTION 2. That during the existence of said local emergency
the powers, functions and duties of the Director of Emergency
Services and the emergency organization of the city shall be those
prescribed by State law, by ordinances and resolutions of this City
approved by the City Council on July 6, 1971 and February 6, 1990.
SECTION 3.
It has now been found that local resources are
unable to cope with the effects of said emergency.
SECTION 4. That a copy of this Resolution be forwarded to the
Governor of California with the request that he proclaim the City
of Arcadia to be. in a state of emergency; and further that the
Governor request whatever Declarations are required for Federal Aid
and As~istance.
SECTION 5. That a copy of this Resolution be forwarded to the
State Director of the Office of Emergency Services.
SECTION 6. That George J. Watts, City Manager or his designee
is designated as the local Hazard Mitigation Coordinator of the
City of Arcadia for the purpose of assessing damage within said
city and consulting with Federal/State survey teams about hazard
mitigation actions.
SECTION 6.
That George J. Watts, City Manager is hereby
designated as the authorized representative for public assistance
and George J. Watts, city Manager or his designee is hereby
designated as the authorized representative for individual
assistance of the City of Arcadia for the purpose of receipt,
proces~ing and coordination of all inquiries and requirements
necessary to obtain available State and Federal assistance.
SECTION 7. That the City Clerk shall certify to the adoption
of thi~ Resolution.

I, JUNE D. ALFORD, City Clerk of the City of Arcadia, hereby
certify that the foregoing Resolution No. 5604 was passed and
adopted by the City Council of the City of Arcadia, signed by the
Mayor and attested to by the City Clerk at a regular meeting of
said Council held on the 2nd day of July, 1991 and that said
Resolution was adopted by the following vote, to wit:
AYES: Councilmember Ciraulo, Fasching, Young and Harbicht
NOES: None
ABSENT: Councilmember Gilb
