RESOLUTION NO. 5530
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, SUPPORTING A STATEWIDE BAN
ON THE SALE OF METALLIC BALLOONS
WHEREAS, significant numbers of serious disruptions to the
supply of elec'trical power have been caused by balloons made of
electrically conductive material contacting energized overhead
high-voltage power lines and other reacted electric transmission
or distribution equipment; and
WHEREAS, under present conditions such disruptions will
continue; and
WHEREAS, a short-circuit resulting from the contact of
electrically conductive balloons with transmission or distribution
equipment can cause power lines to fall to the ground threatening
the safety of persons and property; and
WHEREAS, a short-circuit can cause fires in electric
transmission and distribution equipment that can spread to adjacent
properties; and
WHEREAS, a disruption in electric power and associated
fluctuation in electric voltages can damage electric appliances,
computers, and other sensitive equipme~t causing significant
financial loss; and
WHEREAS, a disruption in electric power can interfere with
traffic controls, communication systems, and other public safety
devices; and
WHEREAS, there is very real potential for personal injury and
property damage associated with contact between electrically
conductive balloons and electric transmission and distribution

equipment; and
WHEREAS, the attachment of electrically conductive materials
to balloons increases the potential for contact between electric
conductors; and
WHEREAS, the California Public utilities Commission has found,
in part, that electrically conductive balloons, known as metallic
balloons, represent a "needless danger" to public safety and
property, and that utilities have no practical way to protect
equipment against damages caused by these balloons and their
appurtenances.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That the City of Arcadia hereby proclaims support
of legislation to ban the sale of electrically conductible balloons
which are filled with a lighter-than-air gas, and to ban the
attachment of any electrically conductive materials to any balloon
filled with a lighter-than-air gas, and hereby authorizes
transmittal of a copy of this Resolution to the California State
Assembly and State Senate and the Office of the Governor.
