HomeMy WebLinkAbout5712 RESOLUTION NO. 5712 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, CONSENTING TO ESTABLISHMENT OF THE PORTION OF HUNTINGTON DRIVE FROM MICHILLINDA AVENUE TO FIFTH AVENUE WITHIN SAID CITY AS A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES WHEREAS, the Board of Supervisors did on November 24, 1992 duly adopt a Resolution declaring the portions of the streets listed belowf within the Cities of Arcadia, Azusa, Duarte, Glendora, Irwindale, La Vernef Monrovia and San Dimas, to be a part of the System of Highways of the County of Los Angeles, as provided in Sections 1700 to 1704 inclusive of the Streets and Highways Code of the State of California; and Limits Name of street Huntington Drive Foothill Boulevard Michillinda Avenue to Foothill Boulevard Huntington Drive to Alosta Avenue Foothill Boulevard to Amelia Avenue Amelia Avenue to Base Line Road Alosta Avenue Foothill Boulevard WHEREAS, said Board of Supervisors by said Resolution \ requested this Counci'l to give its consent to allow the County to .,. synchronize traffic signals and perform appurtenant work within said portion of Huntington Drive in the City of Arcadia described above; and WHEREAS, pursuant to section 15301, Class 1 (c) f of the State Guidelines for Implementation of the California Environmental Quality Act of 1970, the Secretary of Resources designated this type of project as categorically exempt. -1- 5712 NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. Consent to Inclusion in County Hiqhway System. This city Council does hereby consent to the establishment of that portion of Huntington Drive from Michillinda Avenue to Fifth Avenue, within the city of Arcadia, as part of the System of Highways of the County of Los Angeles as provided in Sections 1700 to 1704 inclusive of the Streets and Highways Code of the State of California, Said consent is for the purpose of synchronizing traffic signals and performing appurtenant work as may be necessary by the County of Los Angeles. SECTION 2. Cooperation with Neiqhborinq Jurisdictions. This City Council does hereby consent to cooperate with neighboring jurisdictions to implement coordinated traffic signal control across jurisdictional boundaries. SECTION 3. Maintenance and Operation. This city Council does hereby consent to maintain and operate and to finance its jurisdictional share of the maintenance and operation costs of the improvements installed with this project at intersections not covered by existing Signal Maintenance Agreement No. 41096 between the City of Arcadia and the County of Los Angelesf executed on February 23f 1982. In order to maintain full effectiveness of these improvements, any change in signal timing for any of the intersections within the project limits within the jurisdictional boundaries of the city of Arcadia shall only be done upon mutual agreement between the city of Arcadia and the County of Los Angeles with the exception of manual control for the Santa Anita Race Track. Manual control of the traffic signalsf for the Santa Anita -2- 5712 Race Track shall remain in place for use by the Arcadia Police Department. SECTION 4. Indemnification. This City Council does hereby consent to defend, indemnify and hold harmless the County of Los Angeles and its officers and employees from any liability imposed for injury occurring by reason of any acts or omissions on the part of the City of Arcadia under or in connection with any work performed with this project. SECTION 5. Findinq of cateqorical Exemption. This City council does hereby find that the project is categorically exempt from the requirement for an environmental Impact Report pursuant to section 15301f Class 1 (c), of the State Guidelines for Implementation of the California Environmental Quality Act of 1970. SECTION 6. Findinq of a Minor Nature. This city council does hereby find that pursuant to Government Code, Section 65402 (b), the aforesaid street improvements are of a minor nature and thatf therefore, the provisions of said section requiring the submission to and report upon said project by the city Planning Agency do not apply. SECTION 7. That the city Clerk shall certify to the adoption of this Resolution and that a copy of this Resolution be forwarded to the County Board of Supervisors, System of Highways.
