HomeMy WebLinkAbout5725 RESOLUTION NO, 5725 A RESOLUTION OF THE CITY OF ARCADIA, TO ACCEPT IN PRINCIPLE THE WEST SAN GABRIEL V ALLEY AIR QUALITY PLAN SUBJECT TO THE INDIVIDUAL REQUIREMENTS OF THE CITY, WHEREASf the 1989 Air Quality Management Plan and 1991 Revisions of the South Coast Air Quality Management District (SCAQMD) require cities to implement 24 of a total of 126 control measures, including the adoption of an Air Quality Element or an equivalent; and WHEREAS, the 1992 Carbon Monoxide Plan for the SCAQMD region and the Draft SCAQMD Trip Reduction Ordinance Handbook call for commitments by June 30f 1993 from cities regarding quantifiable and enforceable trip reduction measures being considered; and WHEREASf the 1992 Carbon Monoxide Plan for the SCAQMD region and the Draft SCAQMD Trip Reduction Ordinance Handbook call for city adoption by December 31f 1993 of quantifiable and enforceable trip reduction measures; and WHEREASf the West San Gabriel Planning Council serves as an areawide advisory and informational and holds no corporate or police powers; and WHEREASf the West San Gabriel Planning Council continues to recognize the vital role that local governments must play in the attainment of state and federal air quality standards; and WHEREAS, 16 cities of the West San Gabriel Planning Council entered into a Memorandum of Understanding, creating the West San Gabriel Air Quality Consortium, in order to cooperate in the drafting of an areawide Air Quality Plan; and WHEREAS, the Air Quality Consortium was an ad hoc organization formed from the West San Gabriel Planning Council in February 1992 for the purpose of drafting the Air Quality Planf and upon completion of the Plan will cease to exist; and WHEREAS, the areawide Air Quality Plan serves as a comprehensive menu from which each city can choose measures for the development of its own quantifiable and enforceable air quality program; and 5725 -1- WHEREASf the areawide Air Quality Plan provides the background information for environmental review by the city of its air quality program under the California Environmental Quality Act (CEQA); and WHEREAS, the areawide Air Quality Plan promotes the health, safety, and welfare of the public by seeking attainment of state and federal ambient air quality standards; and WHEREASf the areawide Air Quality Plan is consistent with the Regional Air Quality Management Planf Regional Mobility Plan, and the Growth Management Plan; and WHEREAS, the areawide Air Quality Planf its work program and preliminary products were submitted for review by the South Coast Air Quality Management Districtf whose comments are reflected in the final document. NOW THEREFORE THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1, The City of Arcadia accepts in principle the areawide Air Quality Plan which provides 55 policies and associated implementation programs for consideration by City in drafting an enforceable and quantifiable air quality program, The areawide Air Quality Plan includes a set of 16 core measures which the member cities have agreed to make special efforts to incorporate into each of their respective local air quality policy documents, The City of Arcadia will use the areawide Air Quality Plan as a policy and technical background document for developing its local air quality program, SECTION 3, That the City Clerk shall certify to the adoption of this Resolution, Passedf approved and adopted this 18th day of May, 1993, Attest: J 5725 -2- STATE OF CALIFORNIA ) COUNTY OF LOS ANGELES) SS: CITY OF ARCADIA ) I, JUNE D, ALFORDf City Clerk of the City of Arcadia, hereby certify that the foregoing Resolution No, 5725 was passed and adopted by the City Council of the City of Arcadiaf signed by the Mayor and attested to by the City Clerk at a regular meeting of said City Council held on the 18th day of May, 1993 and that said Resolution was adopted by the following vote, to wit: AYES: Councilmember Fasching, Harbichtf Lojeskif Margett and Ciraulo None None NOES: ABSENT: ~ 5725 -3-
