RESOLUTION NO. 6026
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, CALIFORNIA, SETIING PRIORITIES FOR
FILING WRITTEN ARGUMENTS REGARDING CITY
MEASURES CONCERNING THE UTILITY USER TAX
RATE AND A CHARTER REVISION REGARDING THE
CITY CIVIL SERVICE SYSTEM AND DIRECTING THE
CITY ATIORNEY TO PREPARE AN IMPARTIAL ANALYSIS
WHEREAS, a General Municipal Election is to be held in the City of Arcadia,
California, on April 14, 1998 at which time there will be submitted to the voters the
following measures:
A - SHALL ORDINANCE NO. 2083 BE ADOPTED TO INCREASE THE
UTILITY USER TAX RATE FROM FIVE PERCENT (5%) TO SEVEN
PERCENT (7%) TO REVERT TO FIVE PERCENT (5%) ON APRIL 15,
2002? THE CITY COUNCIL MAY LOWER BUT NOT INCREASE
THE SEVEN PERCENT (7% ) TAX RATE AT ANY TIME.
B - SHALL THE ARCADIA CITY CHARTER BE AMENDED TO
INCLUDE NON-MANAGEMENT LIBRARY EMPLOYEES AS
PART OF THE CITY CLASSIFIED CIVIL SERVICE?
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:

SECTION I. Regarding Measure A - Utility User Tax Rate, the City Council
authorizes:

members of that body, to file (a) written argument(s) regarding the City measure as specified
above in accordance with Article 4, Chapter 3, Division 9 of the Elections Code of the State
of California and to change the argument until and including the date fixed by the City Clerk
after which no arguments for or against the City measure may be submitted to the City Clerk.
SECTION 2, ,Regarding Measure B - Charter Revision regarding Library Employees,
the City Council authorizes:

members ofthat bod~, to file (a) written argument(s) regarding the City measure as specified

SECTION 3. That the City Council directs the City Clerk to transmit a copy of
Measure A and Me~sure B to the City Attorney, unless the organization or salaries of the
office of the City Attorney are affected. The City Attorney shall prepare an impartial

analysis of the measures showing the effect of the measures on the existing law and the
operation of the me'asures. If the measures affect the organization or salaries of the office
of the City Attorney, the City Clerk shall prepare the impartial analysis. The impartial
analysis shall be filed by the date set by the City Clerk for the filing of primary arguments.

SECTION 4. That the City Clerk shall certifY to the adoption of this Resolution,
Passed, approved and adopted this 16th day of December

the following vote, to wit:
