HomeMy WebLinkAbout6040 RESOLUTION NO. 6040 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AUTHORIZING THE TEMPORARY CLOSIJRE OF SOUTH FIRST AVENUE BETWEEN ALTA AND CALIFORNIA STREETS PURSUANT TO VEHICLE CODE SECTION 21101(e) ON SATURDAY MORNINGS FROM 6:00 AM TO 1:00 PM FROM APRIL 18, 1998 THROUGH OCTOBER , 31, 1998 WHEREAS, the Arcadia Business Association, a non-profit association of downtown businesses has submitted a request for temporary dosure of South First Avenue between Alta Street and California Street (see Exhibit 1), on Saturday mornings from 6:00 a.m. to 1:00 p.m. beginning April 18, .1998 through October 31, 1998 for purposes of operating a downtown Fanners MarKet, along with a petition in support of the Fanners MarKet signed by 65% of the merchants doing business on South First Avenue; and WHEREAS, the Arcadia Business Association has retained the services of Mr. KirK Minard to serve as Manager of the Fanners MarKet; and WHEREAS, the Arcadia Business Association has also retained the consulting services of the Southland Farmers MarKet Association, a non-profit association with a professional staff serving fanners and operating eighteen (18) Farmers MarKets in Los Angeles and Ventura Counties; and WHEREAS, the California Vehide Code Section 21101(e) penn its such dosure for special events; WHEREAS, the City has prepared Fanners MarKet Street Closure Regulations as shown on Exhibit 2 which shall regulate the operations of the Arcadia Business Association's sponsored Farmers MarKet on South First Avenue. -1- NOW, THEREFORE, THE CITY COUNCIL OF TilE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETEPJ1INE AND RESOLVE AS FOLLOES: SECTION 1. That the temporary closure of South First Avenue between East Alta , Street and California Street on Saturday mornings from 6:00 a.m. to 1:00 p.m. from Apri11B, , 199B, through October 31, 199B for the purposes of a downtown Farmers MarKet as necessary for the safety and protection of the farmers, local merchants and their customers, pursuant to Vehicle Code Section 21101(e), in order to implement the special event described herein as a Farmers MarKet. SECTION 2. That the City Council hereby adopt the Farmers MarKet Street Closure Regulations as set forth in Exhibit 2. SECTION 3. That William R. Kelly, City Manager, or his designee, is authorized to make minor revisions to these Regulations as the need may arise, and major revisions subject to ratification by the City Council. SECTION 4. That the City ClerK shall certify to the adoption of this Resolution. Passed, approved and adopted this 17th day of February, 199B.
