RESOLUTION NO. 6045
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, RECITING THE FACT OF THE GENERAL
MUNICIPAL ELECTION HELD IN SAID CITY ON THE 14TH.DAY
OF APRJ.I,., 1998, DECLARING THE RESULT THEREOF PURSUANT
TO THE PROVISIONS OF THE CITY CHARTER.
WHEREAS, a General Municipal Election was held and conducted in the City of Arcadia,
County of Los Angeles, State of California, on Tuesday, April 14, 1998 as required by the City
Charter; and
WHEREAS, notice of said election was duly and regularly given in time, form and manner
as provided by law; that voting precincts were properly established; that election officers were
appointed and that in all respects said election was held and conducted and the votes cast thereat,
received and canvassed and the returns made and declared in time, form and manner as required
by the provisions of the Elections Code of the State of California for the holding of elections in
cities; and
WHEREAS, pursuant to Resolution No. 6028, adopted the 16th day of December 1997,
the City Clerk of the City of Arcadia canvassed the returns of said election and has certified the
results to this City Council, said results are received, attached and made part hereof as EXHffiIT
"A".
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION I. That there were twenty-four (24) voting precincts for the purpose of
holding said election consisting of the consolidation of thirty-four (34) regular election precincts
in the City of Arcadia as established for the holding of state and county elections.
SECTION 2. That said regular general municipal election was held for the purpose of
electing the following officers of said City as required by the City Charter and for submitting to
the qualified electors of said City two (2) measures, to wit:
THREE (3) Members of the City Council for the full term offour (4) years and; ONE (I)
Member of the City Council for a short term of two (2) years; and two (2) measures to increase
the Utility User Tax Rate and to amend the City Charter of said City.
SECTION 3. That the names of the persons voted for at said election for Member of the
City Council- Four-year term, are as follows:
Roger Chandler
Sheng Chang
Gary A. Kovacic
Barbara D. Kuhn
Gail A. Marshall
Lyle S. Wilson
John Wuo
and for Member of the City Council - Two-year Term:
George W. Fasching
Gino Roncelli
and for submitting two (2) measures to said City:
MEASURE A: Shall Ordinance No. 2083 be adopted to increase the Utility User Tax
Rate from five percent (5%) to seven percent (7%) to revert to five percent (5%) on April 15,
2002? The City Council may lower but not increase the seven percent (7%) Tax Rate at any time.
MEASURE B: Shall the Arcadia City Charter be amended to include non-management
Library employees as part of the City Classified Service?
SECTION 4. That the number of votes given at each precinct in the City to each of the
persons above named for the respective offices for which said persons were candidates were as
listed on EXHIBIT "A" attached; and the number of votes given at each precinct in the City for
the above named meas~res were as listed on EXHIBIT "A" attached.

SECTION 5. THE CITY COUNCIL DOES DECLARE AND DETERMINE THAT:
GARY A. KOVACIC was elected as Member of the City Council for the full tenn off our (4)
years; GAIL A. MARSHALL was elected as Member of the City Council for the full tenn of four
(4) years; ROGER CHANDLER was elected as Member of the City Council for the full tenn of
four (4) years; and, GINO RONCELLl was elected as Member of the City Council for the short
tenn of two (2) years.
That the Measures submitted to the qualified voters in the City were voted on with two
votes: YES or NO; and that the text of the Measures submitted to the voters was included in the
Sample Ballot Pamphlet for said election.
SECTION 6.. That the City Clerk shall enter on the records of the City Council a
statement of the results of said election, showing:
1. The number of votes given at each precinct and the number of votes given in the City
to each of such persons before named for the respective offices for which said persons were
candidates as listed on EXHIBIT "A" attached.
2. The number of votes given at each precinct and the number of votes given in the City
for each Measure as listed in EXHIBIT "A" attached.
SECTION 7. THE CITY COUNCIL DOES DECLARE AND DETERMINE: That as a
result of said City election, a majority of the qualified voters voting on Measure A, did not vote in
favor thereof the proposed increase in the Utility User Tax Rate, and that said measure did not
carry; and that a majority of qualified voters voting on Measure B, voted in favor thereof this
revision to the Arcadia City Charter, and that said measure carried and shall be deemed adopted
and ratified.
SECTION 8. The City Clerk shall immediately make and deliver to each of the persons
so elected, a Certificate of Election, signed by her and duly authenticated; that the Oath of Office
shall be administered to each person elected as prescribed in the Constitution of the State of
California and shall have them subscribe thereto and file the same in the office of the City Clerk.
Each and all of the persons so elected shall then be inducted into the respective office to which
they have been elected.

SECTION 9. That the City Clerk shall certify to the passage and adoption of this
resolution; shall enter the same in the book of original resolutions of said City; and shall make a
minute motion of the passage and adoption thereof in the records of the proceedings of the City
Council of said City.
PASSED, APPROVED AND ADOPTED THIS 21st day of April, 1998.
