RESOLUTION NO. 4486
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA AMENDING RESOLUTION
NO. '4250 RELATING TO THE LAND USE ELEMENT
OF THE GENERAL PLAN AND THE GENERAL PLAN
MAP.
WHEREAS, the General Plan of the City of Arcadia including
the Land Use Element and the General Plan Map was adopted on
March 7, 1972 by Resolution No. 4250; and
WHEREAS, the City Council and Planning Commission have
conducted public hearings on proposals to amend the Land Use Element
of the General Plan and Land Use designations on the General Plan
Map;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ARCADIA THAT:
SECTION 1. The Land Use Element of the General Plan is
hereby amended as set forth in Exhibit "A", attached hereto and
incorporated herein by this reference.
SECTION 2. The General Plan Map designations are
hereby amended as follows:

SECTION 3.
The City Council finds and determines that
the public convenience, necessity and general welfare justify the
above amendments.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution.

LAND USE ELEHENT
RESIDENTIAL AREAS
In order to achieve the community goals related to
residential areas the following objective and principles
are established:
Objective
To maintain and improve the residential areas of the
City in a manner that will insure the health,' safety and
general welfare of all the residents as well. as insuring
a level cif quality that permits Arcadia to contin~e as
"the City of fine homes."
Principles
,
To identify residential neighborhood patterns as a
means of assisting in their planning an~ protection.
To provide each neighborhood with adequate and con-
venient. public facilities and ameni'ties, particularly
park and recreation facilities.
To protect residential' property values and 'prlvacy by
preventing the intrusion of incompatible land uses. .
To discourage through-traffic in order to insure safe
neighborhoods. .
To encourage the maintenance and improvement of all
residential areas throughout the City through a con-
tinuous program of street tree planting and care, ade-'
quate streets and sidewalks, street and sidewalk
lighting, storm drainage, and other utilit{es.
To encourage the highest ~uality of developmant in
those cases where structures are replaced.

Single Family Residential
Within the single family designation, a number of sub-
categories, of various residential densities have been esta-
blished in' order to' promote and preserve the character and
quality of the single family residential environments. These
sub-categories are as follows:
1. Single Family 0-2 dwelling units per gross acre. Lots
withBn area in excess of 30,000 square feet ~ould be
typical of this density of development.

2. '. Single FamilY 0-4 dw~lling units pet gross acre. Lots
with In area in excess of 10;000 square feet would be
typical of this density of development.
3. Single Family 0 - 6 dwe lling uni ts p'er gros S 'acre. Lots
with an area in excess of '7,500 square feet would be
typi~aiof this density of development.
Multiple-Family Residential
In o'rder to provide areas for' multiple family townhouse,
apartment and condominium.development, the following desig-
nation has been provided:
. Mul tipleFamily 7+ dw'elling . units per gross acre.
At this time,'high rise res{dential.is not envisioned
for' the City of Arcadia. Any such future 'use should only
be permitted in appropriate locations within the areas indi-
cated as multi'ple.-family'residential.
SANTA ANITA RACE TRACK
Because of its'.location, size and 'use, Santa'Anita Race
Track has i tremendous continuing impactupon~the City of
Arcadi a. .
. At pre'sentit. is developed. with horse' racing facilities
an~ related.uses.
. The City. recognizes the importance the horse. racing
'operation ha~ had .on the development and character of the
City over'theyears. It is hoped that this use will be able

to .continueindefinitely. However, it is also important i~
recognize the potential impact 6f the cessation.of this u~e
and to id~ntify'.n alternative land use,should this cessa~
tion ever 'occur.
The General Plan designation for .the race track is
that of hqrse racing (includes related uses). If, howevei,
the horse racing use were to: terminate at some future time
the following alternate General Plan'designatiorishall apply:

Appro'ximately one-third of the northerly portion of the
area shall' be designated as .Singli.Family Residential 0-4
dwell'ing units per gross acre, and approximately two-thirds
of the southerly portion of'the area shall be designated as
Single Family Residential 0-6 dwelling units per' acre.
A gre~nbelt should bi incorporated into the resident'ial
development linking.the Arboretum to the Civic Center, County
Park and to the regional. shopping' center. . Any additional
education'al facilities .which may be required for the resi-
dential development of.the property should be located withiri
the development area.
COMMERCIAL AREAS
In order to achieve .the community goals r~lated to
commercial areas the following. 6bj ective. and principles are
established':
Objective
Ensure" that the commercial areas .within the City.of
Arcadia are conveniently located, efficient in their
operation,' pleasant in .atmosphere, :and s'afe for the pedes"
irian and the motorist. These areas should be concentrated
into districts so as .tobetter serve the needs of both local
and .regional users.
Principles'
Provide 'adequate .lan~ in proper .locatioris for the
various types of commercial aciivities,~n order to
obtain maximum benefit for the residents of the
commun'ity.

. . The. areas. intended' for commercial.development including
business and professional offices, and wholesale ,and retail
s~leshave been placed in one commercial land use dSsignation.
However, to clarify.the.range of goods' and services available
in various. areas, an 'alphab!ltical chara'ct'er has been plated
on them a~ follows: .
1;'.N - Neighborhood Co.nvenience Center. Neighborhood .con-
venience.cen'ters are well defined:sites providing for
the immediate shopping 'and personal needs of nearby
residents.
2.' C - Communi.ty Shopping Center. Communi ty . shopping
centers are larger and provide a greater range of
commetcialand service needs thanfouhd in neighborhood
convenience centers. The. ~arket area' for a community
shopping: center does not normally extend much beyond
the Ci~y itself. .
3. R - Regional Shopping C~nter. 'A'regional shopping
cen ter - provides for a 'grea tel' range of.r'etai lcommer.-
cial needs..than'. found in a communi tyshoppingcen ter,
. and draws from' a marke,t area 'extending well beyond the.:

There is aciequate land available for commercial usage
to m~et the growing needs of the City, A.greater intensi~
fication wi thi'n existing commercial' areas should be the
'focal poin.t for an office and service complex.
Areas' which have been stripped zoned;should be encouraged
to develop. with apartments 'orprofessional 'offices and act
to protect adjoining residential areas.
INDUSTRIAL ARE~S
[norder to achieve the commuhitygoals related to
industrial areas, the following.objectiveand principles are
established:
Objective
'To maintain and .improve the induitrial.areas of the
City in a manner that will encourage theirco~pitibility
with adjacent areas.
Principles
Encourage the usi of the industrial park concept for
the development of the. land.
Prociotethe general visual improvement of industrial
areas 'by encouraging professional' architectural and
landscape architectural design and the careful ~igning
of industries so that these areas conttibute to the
betterment of the total community;'
Prevent the intrusion of incompatible uses which would
reduce the efficiehcyof the industries and impair
opport.unities for growth and expansion.
~nsure properly designed and adequat~ly improve~ streets;
off-street loadingj service and parking area.
