RESOLUTION NO. 4491 A RESOLUTION OF THE CITY COUNCIL OF TIlE CITY OF ARCADIA'APPROVING THE MEMORANDUM OF UNDERSTANDING WITH THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS RELATING TO MEMBERSHIP ON THE TRANSIT ADVISORY COMMITTEE, AUTHORIZING TilE MAYOR TO EXECUTE THE AGREEMENT AND DESIGNATING REPRESENTATIVES TO THE TRANSIT ADVISORY COMMITTEE. THE CITY COUNCIL OF THE CITY OF ARCADIA DOES RESOLVE AS FOLLOWS: SECTION 1. The Memorandum of Understanding between the City of Arcadia and the Southern California Association of Governments relating to coordination of planning activities in the field of transit systems is hereby approved and the Mayor is authorized to execute such Agreement. SECTION 2. George J. Watts, City Manager Pro-tem of the City of Arcadia, is hereby designated as the City's represen- tative on the Transit Advisory Committee and Chester N. Howard, Director of Public Works of the City of Arcadia, is hereby designated as the alternate. SECTION 3. The City Clerk shall certify to the adoption of this resolution. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Council of the City of Arcadia held on the 6th day of May , 1975, by the -1- 4491 .~ affirmative vote of at least three Councilmen, to wit: AYES: Councilmen Helms, Lauber, Saelid, Scott and Glib NOES: None ABSENT: None / / / ( Mayor of the City of Arcadia SIGNED AND APPROVED this 75. ~~L C1ty Clerk (SEAL) -2- 4491 o MJ::HOHANDU/1 OF UNDEHSTANDING PUBLICLY OWNED TRANSIT OPERATORS TillS HEHORANDUM OF UNI)ERSTANDING is entered into this 6th day of May , 1975, between SOUTHERN CALIFOHNIA ASSOCIA'.l'ION OF GOVEHUI.lliNTS (hereinafter referred to as SCAG), and the CITY OF ARCADIA (hereinafter referred to as City), a public transit operator as defined in the State of California Transportation DevelopmenD Act of 1971, for the purpose of assurinq a cooperative and mutually beneficial working relationship between the Regional Transportation Planning Agency and the transit system operators within the region to provide comprehensive, effective and coordinated transit services~ RECITALS.: 1. The Transit Advisory Committee, a technical advisory committee to the ,Comprehensive Transportation Planning Committee of SCAG, serves the following purposes: '(a) providing a regular and continuing means for the coordination of the pianning, improvement and operation of mass transportation systems consistent with the comprehensive plan for the development of the region. (b) Establishing a means of regular communication between local transit operators and SCAG's <;:omprehensive Transportation Planning Committee relating to the needs, opportunities and status of mass transportation in the region. (c) Coordinat.ing the dissemination of information concerning mass transportation services in the region. -2- (d) Assist'ing, upon request, in the voluntary resolution of problems relating to the coordination of schedules, routes, fares and levels of service affecting one or ~ore transit operators. (e) To allow private transit operators full committee participation for expressing and coordinating their interest in public transportation. (f) To work together in an e~fort to meet all provisions required by Federal and State laws and administrative directives and guidelines for coordinated transportation planning and operations in order to assure the region's ability to meet Federal and State requirements for continued financial support for mass transit. 2. Every operator of a public transit system is invited to designate a representative to serve on SCAG's Transit Advisory Committee. NOW, THEREFORE, in consideration of the mutual benefit to the parties hereto and to mass transportation within the region: 1. City agrees to designate a representative of the City's transit system to serve as a regular member of the Transit Advisory Committee. 2. Regarding transit problems that are not able to be resolved through the usual voluntary processes, the City agrees to use the Transit Advisory Committee as a forum for the discussion of such problems, requesting a recommendation for resolving said problem. This recommendation would then be. referred for consideration and final resolution to the policy bodies of the concerned parties, respecting each party's authority to ultimately make their o~m .' -3- operational decisions. 3. City agrees to cooperate in any planning efforts necessary to assure the incorporation or full coordination of its transit system with any existing or future proposed transit systems in its area. 4. SCAG agrees to assist the City with continued financial support through endorsement of applications for mass transportation funding, so long as those applications have been developed through cooperative local and regional planning efforts and are consistent with local and regional plans.
