RESOLUTION NO, 6321
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, ADOPTING A MEMORANDUM OF UNDERSTANDING
WITH THE LOS ANGELES COUNTY METROPOLITAN
TRANSPORTATION AUTHORITY TO RECEIVE PROPOSITION C 40%
DISCRETIONARY FUNDS UNDER THE PROPOSITION C INTEREST
(PCI) AND BUS SYSTEM IMPROVEMENT PLAN (BSIP) PROGRAMS
FOR THE OPERATIONS OF ARCADIA TRANSIT.
WHEREAS, on November 6, 1990, the voters of the County of Los Angeles approved by
majority vote Proposition C, an ordinance establishing a one-half percent sales tax for public
transit purposes; and
WHEREAS, the Los Angeles County Metropolitan Transportation Authority ("MT A"), is
the agency responsible for administering the tax; and
WHEREAS, at its meeting of the governing board on June 20, 2002, the MTA approved
an appropriation of $30 million in Proposition C 40% Discretionary funds for the Prop C Interest
("PCl") and Bus System Improvement Plan ("BSIP") programs for Fiscal Year 2002-2003 using
a Fonnula Allocation process for all eligible operators that receive regional funds; and
WHEREAS, City of Arcadia is an eligible operator and desires to receive the funds via
the PCI and BSIP programs; and
WHEREAS, the City of Arcadia is appropriated $26,321 in PCI and $15,705 in BSIP
funds in FY02-03; and
WHEREAS, the Arcadia City Council has adopted a budget for Arcadia Transit for Fiscal
Year 2002-2003 evidencing the need for financial assistance; and
WHEREAS, the project will further MTA in meeting its goals of improved transit
services and increased quality of life for its constituents.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION I. The City Council approves and authorizes the Mayor to execute a
Memorandum of Understanding ("MOU") with the MT A to accept Proposition C 40%
Discretionary funds for the PCI and BSIP program.
SECTION 2. The MOU will be in effect for a period of ten (10) years, July I, 2002
through June 30, 2012, unless terminated earlier as provided in the MOU provisions,
SECTION 3. The City Council authorizes and directs the City Manager or his/her
designee to execute and file a claim with the MTA for local transportation funds in an amount to
be determined by formula allocation based on preliminary estimates of funds available, and to
take any and all necessary further actions and execute any and all necessary documents in order
to receive such funds.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution,

the foregoing Resolution No. 6321 was passed and adopted by the City Council of the
City of Arcadia, signed by the Mayor and attested to by the City Clerk at a regular
meeting of said Council held on the 20th day of August, 2002 and that said Resolution
was adopted by the following vote, to wit:
