HomeMy WebLinkAbout6326 RESOLUTION NO. 6326 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING TABLE 2-1 AND THE TEXT OF THE COMMUNITY DEVELOPMENT SECTION OF THE GENERAL PLAN TO INCREASE THE MAXIMUM INTENSITY FOR SENIOR HOUSING PROJECTS WHEREAS, these General Plan Amendments (GP 02-003 and GP 02-004) were initiated by Huntington Rose Development Partners, L.L.C. and American Senior Living respectively, to amend the maximum intensity allowed for senior housing projects; and WHEREAS, on September 10, 2002, a public hearing was held before the Planning Commission on said matter at which time all interested persons were given full opportunity to be heard and to present evidence; and WHEREAS, the Planning Commission voted 5 to 0 to adopt Planning , Commission Resolution 1679 recommending to the City Council amendments to the table and text of the Community Development Section of the General Plan to increase the maximum intensity for senior housing projects; and WHEREAS, on October 15, 2002, the City Council held a public hearing on said General Plan Amendments; and WHEREAS, as part of the record of this hearing, the City Council reviewed and considered: I. All staff reports and related attachments and exhibits submitted by the Community Development Division of the Development Services Department to the City Council; 2. The record of the Planning Commission hearing:regarding General Plan Amendments GP 02-003 and GP 02-004; , ] 6326 3. All information and material and documentation presented as part of the public testimony at the Planning Commission public hearing on September 10, 2002, including the staff report, and WHEREAS, the above recitals are hereby incorporated as part of the findings set forth below. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY RESOLVE AS FOLLOWS: SECTION I. That the factual data submitted by the Development Services Department in the attached report is true and correct. SECTION 2. The City Council finds: 1. That the proposed General Plan amendment to increase the maximum intensity for senior housing projects will encourage the development of affordable and market rate senior housing units in the community and make more sites available for housing by including provisions to allow senior housing units in commercial zones. 2. That the approval of the General Plan amendment will not be detrimental to the public health or welfare, or injurious to the property or improvements in such zone or vicinity. 3. That the granting of General Plan amendment will not have the potential for causing a significant effect on the environment and is, therefore, categorically exempt from CEQA per Sections 15061(b)(3) and 15378(b)(2). SECTION 3. The following wording shall be added at the end of Table 2-A: "To further encourage the development of affordable housing within the City, and assist in the provision of housing affordable to lower and moderate income households and senior households, and to make more sites available for affordable housing, the "Commercial" Land Use designation includes provisions to allow senior housing units and provides a density incentive for the development of affordable senior housing as defined by the California Government Code in the commercial areas." SECTION 5. The City Clerk shall certify to the adoption of this Resolution.
