RESOLUTION NO. 6076
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, AUTHORIZING THE TEMPORARY
CLOSURE OF SOUTH FIRST AVENUE BETWEEN CALIFORNIA
AND DIAMOND STREETS PURSUANT TO VEHICLE CODE
SECTION 21101(e) ON SATURDAY OCTOBER 10, 1998 FROM
7:00 AM TO 2:00 PM.
WHEREAS, the First Avenue PTA has submitted a request for temporary closure of South First
Avenue between.Califomia Street and Diamond Street (See Exhibit 1), on Saturday October 10,
1998 from 7:00 a.m. to 2:00 p.m. for purposes of operating a Family Fun DaylYard Sale; and
WHEREAS, the California Vehicle Code Section 21101 (e) permits such closure for local
special events; and
WHEREAS, the City has prepared First Avenue PTA Street Closure Regulations as
shown on Exhibit 2 which shall regulate the operations of the First Avenue PTA's Family Fun
DaylYard Sale on South First Avenue.
NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF ARCADIA, CALIFORNIA,
DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOllOWS:
SECTION 1. That the temporary closure of South First Avenue between California
Street and Diamond Street on Saturday October 10, 1998 from 7:00 a.m. to 2:00 p.m. for the
purposes of a Family Fun DaylYard Sale is necessary for the safety and protection of those who
are to use that portion of the street during the closure.
SECTION 2. That the City Council hereby adopt the First Avenue PTA Street Closure
Regulations as set forth in Exhibit 2.
SECTION 3. That William R Kelly, City Manager, or his designee, is authorized to
make minor revisions to these Regulations as the need may arise, and major revisions subject
to ratification by the City Council.

SECTION 4. That the City Clerk shall certify to the adoption of this Resolution.

Dear Mr. Kelly:
I am writing this letter requesting the closure of First Avenue Street in front of
First Avenue School during the Farmer's Market hours on Saturday, October 10,
1998. Continuing the closure of the Farmer's Market 1 rnore block, frorn
Diamond to California Avenue.

We are planning a Family Fun DaylYard Sale. We would need the street for the
band to play and possibly for some games or other activity. We will be using the
front of the school for our yard sale. We will be featuring our Band and Drill
Team that day. We are hoping to have a Science Fair, Art Fair, Sidewalk Chalk
J..rt.display and a Continental Breakfast. This event is stili in the early stages and
it has not all been planned as of yet. I wanted to get the street closure OK'd
before it gets too late.
I feel this would be great for the community and for the school. People from the
school will go to the Farmer's Market and people from the Market can cruise
down to the school
I spoke to Garland Roberson, whom I work for, and he seerned to think it was a
pretty good idea. I also have approval from our Principal, Dr. Klatt.

CITY OF ARCADIA
FIRST AVENUE SCHOOL PTA STREET CLOSURE REGULATIONS
1) South First Avenue shall be closed by the use of barricades as shown on the site
. map, Exhibit 1.
a) Barricades on South First Avenue shall be located immediately south of
the crosswalk at Califomia Street, and immediately north of the
crosswalk at Diamond Street.
b) Barricades in the alley between California and Diamond Streets shall be
placed near the rear of the buildings fronting on south First; such that
cars can gain access to the rear parking lot of these stores.
2) Closure shall not occur before the hour of 7:00 a.m., nor after the hour of 2:00
p:m., on Saturday, October 10, 1998.
3) The First Avenue School PTA shall pick up traffic barricades from the
Maintenance Services Department, place them in position as shown on Exhibit 1, subject
to Police Department approval, and remove and return to the Maintenance Services
Department. The PTA shall maintain the barricades in good condition and shall replace
any barricades damaged beyond repair or missing. The PTA shall pay $40.00 to City of
Arcadia for using the city owned barricades and $50.00 for permit fee (total of $90.00)
4) The PTA shall ensure that their operation does not block a) access for an
emergency vehicle on First Avenue; b) pedestrian- traffic on the adjacent sidewalks on
South First Avenue.
5) Any refuse collection bins or boxes shall be stored at curbside in a parking space
on Diamond or California Streets, pending pick-up by the servicing company no later
than the following Monday; the area around the bins shall be free of debris and litter.
Diamond Street to California Street shall be cleaned up to the satisfaction of the City
prior to opening the street to traffic.
6) Any portable restrooms and the area surrounding them shall be kept clean
pending pick-up by the servicing company no later than the following Monday.
7) Use of any sound system requires written pre-approval from the Development
Services Director.
8) Any directional or promotional signage shall be made of sturdy, weather-resistant
material designed or composed attractively, and placed in a safe location in accordance
with City ordinances and Police requirements. The Development Services Director shall
approve the design, text, and location of all PTA signs.

9) Any damage to existing City facilities or landscaping caused by the PTA's
operation or their patrons shall be replaced in kind, or reimbursed, by the PTA to the
satisfaction of the Maintenance Services Director. Use of the City water or power shall
be pre-approved in writing, and the PTA shall pay the City for such usage.
10) The Police Chief, Fire Chief or Maintenance Services Director may close part or
all of the PTA operation in the event of an emergency. The PTA shall cooperate at all
times with the City representatives.
11) The PTA shall indemnify and hold. harmless the City of Arcadia from and against
all claims, suits and liabilities for damage to person or properly arising out of the PTA's
errors, omissions, or negligent acts.
12) The PTA shall carry Commercial Liability Insurance with combined single limits of
at least $1 million dollars naming the City of Arcadia as additionally insured, subject to
approval by the City Attorney.
