RESOLUTION NO. 5580
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, SUPPORTING THE EFFORTS OF THE
ARCADIA COALITION FOR EDUCATION (ACE).
WHEREAS, the future prosperity of California is directly related
to the investment the State is willing to make in its workers of
tomorrow: today's kindergarten through grade twelve students; and
WHEREAS, the educational system in California will be the single
most important focus for efforts to assure that students are prepared
for the demands of the economy and society of the emerging California;
and
WHEREAS, the importance of good schools to the well-being of a
local community is recognized in terms of reduced crime rates and
community pride resulting in attractiveness to future homeowners and
ultimately the maintenance of strong property values; and
WHEREAS, the current attitude of California towards education of
the young, as reflected in the investment of resources, is one of
mediocrity as evidenced by the State's ranking of 44 of the 50 states
in the percentage of state general fund expenditures per capita
spent on public education; and
WHEREAS, the continued expenditure of $30,000 to keep one young
adult in the California Youth Authority for one year versus the
investment of $3900 in the education of a child for a year is not
only shortsighted, it is economically disastrous; and
5580
WHEREAS, Californians have consistently spoken in favor of
making educational expenditures the number one priority for their
tax dollars and expect not just an adequate educational system but
a superior educational program for all students; and
WHEREAS, since 80 percent of all funds for local education comes
from the state through the budget adopted by the State Legislature
and signed by the Governor, it is imperative that these elected
officials respond to their constituents and be responsible for pro-
viding the necessary funds for a superior educational system, one
that brings it to comparability with the top 10 industrialized states
in the nation by the year 2000.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City of Arcadia supports the efforts of
the Arcadia Coalition for Education (ACE).
SECTION 2. That the State Legislature invest in California's
'greatest natural-resource - its children.
SECTION 3. That the City Clerk shall certify to the adoption
of this Resolution and distribute copies to the appropriate legis-
lative committees-and the Governor of California.
Passed, approved and adopted this 16th day of April, 1991.
