HomeMy WebLinkAbout5473 I RESOLUTION NO. 5473 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, OPPOSING THE CALIFORNIA DEPARTMENT OF YOUTH AUTHORITY'S PROPOSED REDUCTION OF ITS FISCAL YEAR 1989-90 JUSTICE SYSTEM SUBVENTION PROGRAM FUNDS AS SUCH A REDUCTION WILL HAVE SERIOUS DETRIMENTAL EFFECTS ON THE COUNTY OF LOS ANGELES AS WELL AS THE WEST SAN GABRIEL VALLEY JUVENILE DIVERSION PROJECT'S EFFORTS TO AIDE CHILDREN AND YOUTH WHEREAS, the County of Los Angeles Justice System Advisory Group was informed that the County would possibly receive a 55 percent reduction of its FY 89-90 Justice System Subvention Program funds provided through the State of California Department of Youth Authority; and WHEREAS, under the County Justice System Subvention Program, which was established by State law in 1973, funds are allocated annually by the State to counties to subvene the cost of selected and private programming in support of the justice system; and WHEREAS, the proposed funding reduction would-seriously affect community-based organizations, such as the West San Gabriel Valley Juvenile Diversion Project, of which Arcadia is a member with Arcadia City Councilman Charles Gilb currently serving as a Member of the Board of Directors; and WHEREAS, since its inception in 1974, the West San Gabriel Valley Juvenile Diversion Project, serving the communities of Alhambra, Monrovia, Monterey Park, Rosemead, Arcadia, and San Gabriel, has assisted over 15,000 troubled youth and their families, and its fifteen years of operational experience has made the Project one of the most relied upon resources for providing psychological support services to troubled youth and their families in the community; -1- 5473 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY'OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. This Council, on behalf of the City of Arcadia and its residents, hereby strongly opposes the State of California Department of Youth Authority's proposed reduction of its Fiscal Year 1989-90 Justice System Subvention Program funds as such a reduction will have serious detrimental effects on the County of Los Angeles as well as the West San Gabriel Valley Juvenile Diversion Project's efforts to protect and care for children and youth who are in dire need of services; and, this Council hereby respectfully requests and urges our State legislators to reverse the Department of Youth Authority's proposed reduction policy. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall send copies of same to Governor~Deukmejian Senator Russell, Assemblyman Mountjoy, California Department of Youth Authority, Los Angeles County Board of Supervisors and the West San Gabriel Valley Juvenile Diversion Project.
