RESOLUTION NO. 5480
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, CALIFORNIA, RECOMMENDING INCREASED
ALLOCATION OF FEDERAL DRUG FIGHTING RESOURCES
TO LOS ANGELES COUNTY AND ITS MUNICIPAL LAW
ENFORCEMENT AGENCIES
WHEREAS, Los Angeles County is experiencing an increasing
problem of drug use and trafficking; and
WHEREAS, various law enforcement agencies within Los Angeles
County have made an
extensive comittment of resources to fight
drug use and trafficking; and
WHEREAS, because Los Angeles County has become a major drug
importation and transshipment center for the United States
additional Federal involvement is necessary.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. The City Council recommends and requests the
Federal Government to:
1. Reallocate resources, including personnel, technology and
funding, available to Federal anti-drug enforcement agencies to
those areas of highest drug abuse and trafficking activity, particu-
larly to those Federal agency offices working in the Los Angeles
County area; and
2. Expedite implementation of the Anti-Drug Abuse Act of
1988, targeting resources made available under the Act to those
areas which have demonstrated the greatest need, including Los
Angeles County, to assist with local law enforcement, health care,
prevention and education efforts.

SECTION 2. That the City Clerk certify to the adoption of
this Resolution and forward copies to the President, the Los Angeles
County Congressional Delegation and Dr. William Bennett, Director of
of the Office of National Drug Control Policy, as well as the Los
Angeles County Board of Supervisors.

Recently, the
testimony from
other officials

Los Angeles County Board of Supervisors heard
representatives of the Sheriff's Department and
regarding the ever increasing problem of drug use
in the Los Angeles County area.
Of particular concern to law enforcement agencies is the
that our County has become one of the primary centers of
importation and distribution in the United States.

As you are aware, we have committed our own manpower to three
regional task forces that combat major drug activity and the
criminal conduct that it generates. Los Angeles County and its
law enforcement agencies have long recognized the threat posed by
drug activities and have been at the forefront of efforts to
combat the problem. However, our resources are stretched beyond
our capabilities to bring about major reductions in this illicit
activity.
We believe that the Federal Government has failed to allocate
a reasonable proportion of their drug fighting resources,
manpower and funds, to Los Angeles County and its municipal law
enforcement agencies. We have reviewed the testimony that was
provided to the Board of Supervisors and agree that every city in
the County should adopt resolutions urging the Federal Government
to reallocate resources and expedite implementation of the
Anti-Drug Abuse Act of 1988, providing assistance to those areas,
including Los Angeles County, which have a demonstrated need.
We recommend that the Arcadia City Council adopt
resolution, forwarding it to the President, the Los
County Congressional Delegation and Dr. William
Director of the Office of National Drug Control Policy.

Dear Mayor Harbicht:
Los Angeles County is facing a serious drug problem and we
need your support to address this critical societal problem.
,
On April 18, 1989, we heard testimony from key officials
representing locally based Federal anti-drug investigation
and enforcement agencies, as well as our County Sheriff's
Office, regarding the extent of the problem and the
inadequate resources for drug enforcement. The enclosed
chart clearly indicates the disproportionate allocation of
Federal resources for drug enforcement.
It was brought out in the testimony that Los Angeles County
has become a major drug importation and transshipment center
for the united States with massive amounts of cocaine and
Mexican heroin flowing into the area. The dramatic rise in
drug trafficking and abuse within the County has severely
overburdened our justice and health care systems as is
evidenced by the growing numbers of arrests, drug seizures,
emergency room episodes and deaths.
It was apparent from the testimony that we are facing a
crisis. Therefore, we are requesting that your City Council
and the other 85 cities in Los Angeles County join us in the
war on drugs by adopting resolutions urging the Federal
Government to:
1. Reallocate resources, including
personnel, technology and funding,
available to Federal anti-drug enforcement
agencies to those areas of highest drug
abuse and trafficking activity,
particularly to those Federal agency
offices working in the Los Angeles County
area; and

areas which have demonstrated the greatest
need, including Los Angeles County, to
assist with local law enforcement, health

We request that you send your resolution to the president,
the Los Angeles County Congressional Delegation and
Dr. William Bennett, Director of the Officer of National
Drug Control Policy.
We appreciate your assistance in this effort. For your
information, enclosed is a transcript of the presentations
made, and our discussion on this issue.
