HomeMy WebLinkAbout6411 RESOLUTION NO. 6411 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, SUPPORTING ASSEMBLY BILL 712 (LIU) AMENDING THE EXISTING LOS ANGELES TO PASADENA METRO BLUE LINE CONSTRUCTION AUTHORITY LEGISLATION TO PROVIDE THE CITIES LOCATED ON THE GOLD LINE PHASE II CORRIDOR WITH EQUAL REPRESENTATION ON THE GOLD LINE GOVERNING BOARD WHEREAS, Senate Bill 1847 (Schiff) was enacted in 1998 by the California legislature to create the Blue Line Construction Authority ("BLCA") in accordance with Public Utilities Code Section 132400, et seq. for the purpose of planning, designing and constructing the Los Angeles-Pasadena Metro Blue Line light rail project extending from Union Station in the City of Los Angeles to the City of Claremont; and WHEREAS, Phase I of the Gold Line between Los Angeles and Pasadena opened successfully this summer on schedule and below budget; and WHEREAS, the Cities of Arcadia, Monrovia, Duarte, IIwindale, Azusa, Glendora, San Dimas, La Verne, Pomona, Claremont, Montclair and Pasadena (collectively known as the "Phase II Cities") in concert with the San Gabriel Valley Council of Governments ("COG") and the BLCA have begun the planning for the next phase of construction between Pasadena and Montclair, California ("Gold Line Phase II"); and WHEREAS, it is in the best interest of the San Gabriel Valley cities to seek legislative clarification regarding governance of the completion of Gold Line Phase II; and WHEREAS, existing law established the Los Angeles to Pasadena Metro Blue Line Construction Authority, and subsequently the Los Angeles County Metropolitan Transportation Authority ("MTA") changed the name of the project from the Blue Line to the Gold Line; and 1 6411 WHEREAS, Assembly Bill 712 (Liu) would change the name of the construction authority to the "Metro Foothills Gold Line Construction Authority"; and WHEREAS, Assembly Bill 712 (Liu) would increase the membership of the construction authority from five (5) members to fifteen (15) members by adding a board member representative from the City Councils of the Cities of Arcadia, Monrovia, Duarte, Irwindale, Azusa, Glendora, San Dimas, La Verne, Pomona, and Claremont; and WHEREAS, although existing law provides that one member shall be the COG, Assembly Bill 712 (Liu) would replace the COG representative with the appointment of one member representing the San Bernardino Association of Governments ("SANBAG") since the COG cities would otherwise be directly represented as noted above. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: SECTION I. The City Council hereby supports the adoption of Assembly Bill 712 (Liu) by the California Legislature. SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
