HomeMy WebLinkAbout5406 RESOLUTION NO. 5406 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DENYING AN APPEAL AND AFFIRMING THE PLANNING COMMISSION'S DECISION DENYING A PROPOSED TWO-STORY DWELLING WITH ATTACHED GARAGE AT 400 COLUMBIA ROAD WHEREAS, on October 30, 1987, an appeal was filed by Chris Construction Company, Inc. , of the Santa Anita Village Architectural Review Board's October 22, 1987 denial of a two- story, four bedroom dwelling with attached three car garage on property located at 400 Columbia Road. WHEREAS, on November 24, 1987 the Planning Commission heard the appeal; and WHEREAS, the Commission determined that al though the structure is very attractive and the use of materials is similar to that in the surrounding neighborhood, the structure is not in harmony and proportion to the adjacent structures and other structures in the neighborhood, and denied the appeal; and WHEREAS, an appeal was then filed to the City Council; and WHEREAS, on February 16, 1988 the City Council heard the appeal; and WHEREAS, as part of the record, the City Council reviewed and considered: a. The staff report and related attachments including the Santa Anita Village Architectural Review Board's findings and actions of October 22, 1987 and Resolution No. 5286 setting forth the regulations for the Santa Anita Village Architectural Design Zone Area. I 5406 b. Written communications submitted by the appellant and opponents. c. All oral presentations, testimony and documentation made and presented during the public hearing on February 16, 1988. d. A model and display of the proposed house. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND AND RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Arcadia (3-2 vote) denies the appeal and affirms the decision of the Architectural Review Board and Planning Commission, based on the following f indi ngs and those made by the Archi tectural Review Board and Planning Commission: 1. The proposed structure is too big for the specific lot. 2. The bulk of the proposed house is out of proportion to the neighborhood in view of its size in relation to the area and the corner location of the lot. 3. The proport ion to neighborhood.
