RESOLUTION NO. 5417
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, DENYING AN APPEAL OF THE PLANNING
COMMISSION'S APPROVAL OF A TWO-STORY, 4,600
SQUARE FOOT HOUSE AT 525 CAMPESINA ROAD.
WHEREAS, on March 24, 1988, an appeal was filed by Ronald Staebler
of the Rancho Santa Anita Resident's Association's Architectural Review
Board's March 15, 1988 approval of a 4,600 square foot, two-story
residence and three car garage on property located at 525 Campesina Road.
WHEREAS, on April 26, 1988 the Planning Commission heard the
appeal; and
WHEREAS, the Commission determined that the proposed residence is
attractive and compatible with the surrounding neighborhood, and that it
will comply with the new regulations since the applicant offered to
reduce the height of the living room, and denied the appeal; and
WHEREAS, on May 11, 1988 an appeal of the Planning Commission's
decision was filed by Ronald Staebler to the City Council; and
WHEREAS, on June 7, 1988 the City Council heard the appeal; and
WHEREAS, as part of the record, the City Council reviewed and
considered:
a. The staff report and related attachments including the Rancho
Santa Anita Resident's Association's Architectural Review Board's
findings and actions of March 15, 1988 and Resolution No. 5287 setting
fortb the regulations for the Rancho Santa Anita Resident's Association's
Architectural Design Zone Area.

b. Written communications submitted by the appellant.
c. All oral presentations, testimony and documentation made and
presented during the public hearing on June 7, 1988.
d. A model and plans of the proposed residence.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA.
CALIFORNIA, DOES HEREBY FIND AND RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Arcadia denies the appeal
and affirms the decision of the Architectural Review Board and Planning
Commission, based on the following findings and those findings made by
the Architectural Review Board and Planning Commission:
1. That the proposed residence is compatible with the surrounding
neighborhood because the building setbacks and wall variations break up
the visual mass of the building, and because the second story portion has
been limited to the center portion of the building, minimizing its visual
impact.
2. That the proposed residence is in proportion with the subject
property and the neighborhood because the design of the residence meets
or exceeds the minimum setback and height regulations recently adopted
by Ordinance No. 1881 making it consistent with contemporary standards
of harmony and compatibility, and is not excessive with regard to its
design or appearance.
3. That the proposed residence will not harm, nor injure the public
welfare, or the surrounding properties and improvements because it is not
garish or substantially unrelated to the neighborhood, and will cause no
damage to the area.
SECTION 2. The decision, findings and conditions contained in the

Resolution reflect the Council's action of June 7, 1988 by the following
vote:
AYES: Council members Chandler, Gilb, 10JIlSKI, YOUNG hND HARBICHT

SECTION 3. The City Clerk shall certify to the adoption of this Res-
olution. Passed, approved and adopted this 21stday of June, 1988.

I, JUNE D. ALFORD, City Clerk of the City of Arcadia, hereby certify
that the foregoing Resolution No. 5417 was passed and adopted by the City
Council of the City of Arcadia, signed by the Mayor and attested to by the
City Clerk at a regular meeting of said Council held on the 21st day of June,
1988 and that said Resolution was adopted by the following vote, to wit:
